JOB TITLE: District Cash Project Coordinator

CHILD SAFEGUARDING: Level 3 Level 3. The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Providing cash to populations affected by an emergency has grown in recent years as a means to help both people and Markets recover. Rather than substituting markets through the provision of free goods, COSACA is integrating cash into its programming, providing households with the ability to buy what is needed, while supporting markets to recover through an injection of capital.
The District Cash Project Coordinator will provide field leadership in implementing COSACA Cash Transfer Project. S(he) will ensure the project is implemented as per project design, log frame and plan of action. Ensuring that field staffs have a full commitment to successful implementation as per schedule with quality reporting and correct documentation.

Key Responsibilities
- Develop detailed activity work plans in line with the Cash project objectives, ensuring that those activity plans are well implemented and any expected delays or modifications are communicated and raised in a timely manner.
· Manage District field staff responsible for Cash Transfer,
· Participate in the assessment of community needs and resources, collection of base line data to assist in project implementation.
· Work closely with the Provincial Cash Project coordinator to ensure timely procurement and delivery of project resources.
· Initiate and manage the beneficiary registration and verification processes.
· Plan and monitor all field activities, i.e. appointments, meetings, cash distributions, monitoring and beneficiary follow-ups.
· Ensure proper documentation of program processes is upheld, i.e. distribution plans, beneficiary lists, distribution reports, working with all stakeholders.
· Prepare timely and accurate periodic reports as required by the project;
· Establish list of cash-Transfer beneficiary by gender per activity.
· Establish community Help Desks.
· Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.
· Liaise with District Government and other stakeholders and represent SCIMOZ/COSACA in the area of project implementation
· Participate in the evaluation of the impact of project interventions.
· Any other duties as designated by the Provincial Cash project Coordinator

QUALIFICATIONS AND EXPERIENCE
Essential
· Bachelor's degree in economics, accounting, agriculture or other relevant field preferred; or the equivalent combination of education and experience in a related area with experience in community development.
· A minimum of three years field experience.
· Working experience in cash transfer program, Project management, monitoring and evaluation of community-based multispectral projects is preferred.
· Experience working in an office environment and able to use a computer (word for windows, excel software) and email is essential;
· Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
