CHILD SAFEGUARDING: Level 3. The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Providing cash to populations affected by an emergency has grown in recent years as a means to help both people and Markets recover. Rather than substituting markets through the provision of free goods, COSACA is integrating cash into its programming, providing households with the ability to buy what is needed, while supporting markets to recover through an injection of capital.
The Cash MEAL Manager will be expected to lead on the COSACA’s Cash MEAL system design and implementation, evaluations, accountability system strengthening and making sure the learning from the monitoring, evaluation and accountability systems is feeding into project decision making, MEAL budgeting, recruitment as well as support proposal writing and logframe development at national level. The post holder will be expected to mentor and/or capacity building the District MEAL Officer, collect, consolidate and report on COSACA’s Cash MEAL information in collaboration with COSACA MEAL team.

Key Responsibilities
- Lead development of MEAL systems (such as output trackers) and their roll out.
- Set up systems to manage complex information generated by MEAL activities, such as complaints databases and qualitative outcome monitoring data systems.
- Conduct statistical and qualitative data analysis and present and disseminate information to inform programme management at all levels of management within COSACA.
- Seek solutions for more complex data management requirements by working with the LMMS /IT colleagues, leading development of databases etc.
- Support Cash transfer technical staff to carry out monitoring and evaluation of the COSACA Cash transfer project activities as agreed in MEAL frameworks and plans;
- Lead planning of needs assessments in coordination with COSACA members and other external sector agencies, ensuring assessment findings are documented and include an analysis of children’s needs and rights.
- Coordinate sharing of information with the COSACA programme team on MEAL data in comprehensive, timely and relevant manner to make sure the learning from these assessments and studies is feeding it to the programme decisions;
- Take the lead on COSACA Cash transfer processes, including, post-distribution monitoring, MEAL reporting and the like and ensure that these are communicated to donors, cash actors and the wider humanitarian community.
- Develop and ensure the timely release of analytical reports and other information products using COSACA Cash transfer project primary data;
- Lead planning, implementation and follow-up of evaluations (real times, evaluations of humanitarian action etc.). Participate in evaluations were required.
- Support technical sector specialist to ensure that projects are carried out with participation from children and target communities, that information is shared with affected communities (through traditional and high-tech solutions) and that they solicit and respond to community feedback.
- To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct, as well as Core Humanitarian Standards on Quality and Accountability. For instance, with support from senior colleagues, work with sector technical specialists to ensure quality monitoring systems are set up to ensure adherence of programmes to minimum standards.
- Make sure the considerations on gender are well integrated into the MEAL activities, tools, and analysis.
- Liaise with COSACA members, other NGOs, or UN agencies, to ensure coordination, implementation of common standards in the field and consideration of protection issues in Cash assistance programs.
- Ensure participation to relevant sectorial working Groups
- Strengthen the capacity of the team in participatory techniques
- Any other duties as designated by Supervisor.

QUALIFICATIONS AND EXPERIENCE
Essential
· Minimum six years of experience in undertaking MEAL experience both developmental and humanitarian contexts.
· Previous emergency response experience is essential
· Education to MSc/MA/MEng/MPH level in a relevant subject or equivalent field experience
· Experience of, and commitment to working through systems of community participation and accountability
· Previous experience of managing a team and working in a consortium projects
· Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
· Ability to work both in an advisory and a hands on implementation capacity
· Proven capacity to supervise, train and coach staff
· Politically and culturally sensitive with qualities of patience, tact and diplomacy
· Excellent communication skills – the ability to use Portuguese and English fluently and accurately in speaking, and reading is very important for this position.
· Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
