Ethiopia: Social Protection Specialist - International Consultant

Purpose of the Assignment

To support initial phase of UNICEF support to MoLSA towards building and integrated safety net for the most vulnerable women and children in rural and urban Ethiopia.

Assignment Tasks:

Specific Tasks

The specific tasks relate to the following core themes for a total of 100 days from 1st November 2017 to the 31st of May 2018.

During the Inception Phase of the pilot programme, support the selection of geographical intervention areas based on a comprehensive dialog with Federal and Regional Government authorities and general stakeholders (10 days):

  • In close consultation with UNICEF and relevant Federal stakeholders (Government, Development Partners, NGOs), agree on detailed criteria/check list for Woreda (rural) and Estate (urban) selection for pilot programme
  • In close collaboration with UNICEF and MoLSA, organize consultative meetings and field visits with government officials and potential partner NGOs in Amhara region and Addis Ababa to agree on geographical intervention areas
  • Visit suggested Woredas/Estates and confirm feasibility of implementing pilot programme activities in these areas based on agreed criteria/check list
  • Develop and validate Regional Work Plans for both Amhara and Addis Ababa in close cooperation with Federal and Regional Government stakeholders and UNICEF
  • Conceptualize and coordinate launching workshop of the new UNICEF/SIDA/MoLSA pilot programme (10 days)

  • In close collaboration with UNICEF and relevant Federal stakeholders (MoLSA, EHIA, Potential Partner NGOs) to agree on list of participants and agenda for launch workshop
  • In close collaboration with UNICEF, ensure smooth logistical arrangements for the workshop
  • In close collaboration with UNICEF and MoLSA to agree on main contents, facilitators and methodology of workshop sessions
  • To attend the workshop and support facilitation of sessions where required
  • To document workshop in a 5-10 pages workshop report capturing main agreed action points and recommendations
  • During Inception Phase of the pilot programme, coordinate and advice on initial activities in urban areas of the UNICEF/SIDA/MoLSApilot programme (20 days)

  • Develop in close collaboration with UNICEF and MoLSA/Addis Ababa BoLSA comprehensive ToRs for an extensive Needs and Situational Assessment of Destitute Groups and UPSNP Direct Support Clients in urban areas of Addis Ababa (focus on general linkages creation, CBHI and Social Workers engagement)
  • Develop in close collaboration with UNICEF ECO Research and Evaluation committee and UNICEF Office of Research comprehensive ToRs for a rigorous Impact Evaluation around the urban component of the pilot programme
  • Develop in close collaboration with UNICEF ECO Research and Evaluation committee and UNICEF Office of Research comprehensive ToRs for a tailored Impact Evaluation with focus on the effective linkages creation of the PSNP and the CBHI within the pilot programme
  • Develop a detailed Workplan for the first two years of the UNICEF/SIDA/MoLSA pilot programme with explicit milestones (inclusive of easy-to-use Monitoring Framework) (10 days)

  • In close collaboration with UNICEF and MoLSA and the relevant BoLSAs (Addis Ababa and Amhara) identify envisaged activities for the first two years
  • Develop a detailed Workplan with explicit milestones for the first two years
  • Develop an Easy-to-Use Monitoring Framework based on the agreed Workplan
  • Validate the Workplan and Monitoring Framework at Federal and Regional levels
  • Update of existing PIM and Operational Guidelines of existing UNICEF pilots and integrate CBHI linkages for rural component of the programme (25 days)

  • To review existing Design Document and PIM from previous UNICEF/MoLSA pilots in Tigray, Oromiya and SNNPR
  • Update existing programme documents based on most recent government policies related to Social Protection and the PSNP, as well as integrate innovative elements (focus on CBHI linkages) from the rural component of the pilot programme
  • Develop tailored PIM document for the rural component of the pilot interventions
  • Validate the PIM at Federal and Regional Amhara level
  • Develop a (preliminary) PIM for the urban component of the pilot programme with a focus on CBHI linkages and Social Workers engagement (25 days)

  • Review existing programme documents from previous UNICEF/MoLSA pilots as well as the rural pilot programme component and adjust it to urban pilot component to the extent possible
  • Develop detailed outline for a future PIM for the Addis Ababa pilot interventions
  • Develop tailored draft PIM document for the Addis Ababa pilot interventions to the extent possible (NB: some components will only be written at a later stage based on results from initial studies around the urban pilot) – main focus should be on UPSNP/CBHI linkages creation as well as engagement of Social Workers in the urban context.
  • Expected Deliverables:

    Expected Deliverables and Payment Schedule

    The first set of deliverables to be provided between 1st November and 31st of December 2017 relates to the successful coordination of the Selection Process of Geographical Intervention areas as well as the Launch Workshop. This deliverable will hence entail the agreed and finalised Woreda/Estates selection and detailed validated Regional Workplans (from both Amhara Region and Addis Ababa). In addition, the agenda and presentations as well as the report of the launching workshop with concrete action points and recommendations will be part of this set of deliverables. (20 days)

    The second set of deliverables to be provided between 1st of January and 28th February 2018 will comprise of identifying and elaborating initial activities for the urban component as well as the finalization of an overall Workplan and easy-to-use Monitoring Framework for the first two years of the entire pilot programme. Hence, the final ToRs for the needs and situational assessment of Destitute Groups and UPSNP Direct Support clients in the urban context as well as the final ToRs for rigorous Impact Evaluations for the urban and a tailored Impact Evaluation for the rural component of the pilot programme will be part of this deliverable. (30 days).

    The third deliverable to be provided between 1st March and 15th April 2017 will be the finalized PIM for the Amhara component of the programme, which will entail the PIM document as well as the well-documented validation workshop with relevant stakeholders. (25 days).

    The fourth and final deliverable to be provided between 16th April and 31st of May 2017 will be the finalization of preliminary work related to the Addis Ababa PIM, which will entail the design of a detailed outline and a draft PIM document focussing on UPSNP/CBHI linkages creation and the enagagement of Social Workers in urban contexts, to be finalized at a later stage once sufficient evidence will be available based on initial studies. (25 days)

    Qualifications of Successful Candidate

    Education:

    Expected background and Experience

  • Post-Graduate degree in Social Sciences, Development Economics, Social Protection, or any related field, PhD would be an asset;
  • Years of relevant experience:

  • 5-7 years professional working experience with integrated Social Protection Programmes targeting the most vulnerable, ideally in rural and urban contexts of sub-Saharan Africa;
  • Demonstrable professional experience in the Social Protection sector of Ethiopia, ideally related to the PSNP and UPSNP;
  • Extensive and applied knowledge of relevant Social Protection Policies in Ethiopia;
  • Demonstrable experience at national and regional levels regarding the effective design and implementation of urban and rural safety net programmes in Ethiopia;
  • Excellent knowledge of global Social Protection context and UNICEF policies in this area; Working Experience with UNICEF would be an asset;
  • Excellent planning and monitoring skills;
  • Excellent networking, communication and coordination skills;
  • Outstanding analytical, negotiating and advocacy skills;
  • Excellent writing and presentation skills;
  • Fluent in English.
