CHILD SAFEGUARDING: Level 3 Level 3. The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Providing cash to populations affected by an emergency has grown in recent years as a means to help both people and Markets recover. Rather than substituting markets through the provision of free goods, COSACA is integrating cash into its programming, providing households with the ability to buy what is needed, while supporting markets to recover through an injection of capital.
The Cash Project Manager will be responsible for the planning, implementation, monitoring and reporting of COSACA’s Cash project activities in Mozambique. S/he will advise on the development of the Cash project, ensures internal and external coordination. This will involve working closely with COSACA MEAL Manager to ensure effective and timely monitoring and evaluation of all Cash activities and their impact. Together with the program coordinators in the provinces, S/he will be also responsible for proposing, developing writing and implementing future projects which aim at improving the resilience and income earning capacity of vulnerable persons in the intervention areas;

The project manager will be responsible for providing the leadership for implementation of DFID 3 Phase II grant to be implemented in Mozambique, provinces of Gaza, Inhambane and Sofala.
Working under the leadership guidance of the Operations Director, the project manager will provide supervision to key staff responsible for implementing the project in different provinces and work closely with COSACA members for the successful implementation of the cash transfer project.
Key Responsibilities
· Develop detailed activity work plans in line with the Cash project objectives, ensuring that those activity plans are well implemented and any expected delays or modifications are communicated and raised in a timely manner.
· Ensure, CASH project is well following the SOP implemented by COSACA for the activity.
· Ensure that SOPS are well understood by team and well followed.
· Ensure the updates of the SOP if needed; with the approval of the Operations Director
· Oversee and ensure the delivery of the Cash project, in terms of outputs against activity plans, take action if needed and ensure the program achieves its objectives within the time-frame and the budget.
· Travel regularly to program locations to directly monitor Cash project activities.
· To ensure providing a clear feedback to field staff and / or partners and to inform the Operations Director on necessary changes or improvements required to ensure project activities meet the objectives and deliver maximum benefit to targeted beneficiaries.
· Set up and lead coordination with persons of concern and ensure that, all stakeholders are represented in program planning and evaluation.
· Liaise and work closely with the Program Director, Finance department and Logistics to ensure effective and efficient implementation of all aspects of the projects as per SCI/COSACA requirements and policies;
· Ensure the use of appropriate monitoring tools and implement a system together with the MEAL manager
· Ensure feedback mechanisms in coordination with the MEAL Manager and with the Program coordinator.
· Ensure and improve the quality of services provided through support and supervision of staff.
· Identify capacity building requirements and work with the Program coordinator to design and deliver effective training, mentoring and other activities to address identified gaps;
· Define/propose work plans and ensure the staff ‘s understanding of their responsibilities.
· Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives;
· Ensure adherence to the financial guidelines as per SCI/COSACA and donor’s Guidelines; ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
· Ensure coordination with other SCI/COSACA Project Managers and set strategies and operational measures to effectively respond to basic assistance requirements.
· To work with the program coordinator in writing proposals for basic assistance and cash projects
· Make frequent field visits to project sites to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training. Hold planning and progress review meetings with all relevant partners
· Liaise with other agencies, NGOs, or UN agencies, to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs.
· Ensure participation to relevant sectorial working Groups
· Strengthen the capacity of the team in participatory techniques

QUALIFICATIONS AND EXPERIENCE
Essential
· University degree in in economics, accounting, agriculture or other relevant field preferred; or the equivalent combination of education and experience in a related area.
· 5-6 years in cash and voucher programming, 3 of which in management.
· Good theoretical and working knowledge of Cash/Food -voucher Programming.
· Experience of managing DFID grants
· Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework
· approach, results-based management, most significant change et
· Experience of international level representation with key stakeholders, and co-ordination with other NGOs/UN
· Demonstrable experience of MEAL and beneficiary accountability
· Politically and culturally sensitive with qualities of patience, tact and diplomacy
· Excellent communication skills – the ability to use English fluently and accurately in speaking, writing and reading. Portuguese is very important for this position.
· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
