Mozambique: Deputy Director – Clinical Implementation

Friends in Global Health (FGH) is an affiliate organization of Vanderbilt University currently operating in rural Mozambique. Working in partnership with local government and civil sector organizations, FGH aims to implement health development programs using sustainable strategies with the long-term goal of improving community well-being.

The Deputy Director - Clinical Implementation will assist the Clinical Director to design, plan and manage implementation of all FGH supported clinical activities under the Avante Zambézia program.

Tasks:

· Assist in the supervision of the day-to-day operations of the district technical teams,

· Manage the development process of work plans from various technical areas,

· Develop tools for monitoring the implementation of work plans in the target district and train the Clinical Implementation Managers and the District Clinical Advisors in the use of the tools,

· Participate in the selection committee for staff recruitment,

· In the absence of the Clinical Director, act as the primary liaison with provincial government (Governor and the DPS), media, other partners and stakeholders on clinical programmatic issues,

· Coordinate the scheduling of major trainings,

· Coordinate with the district teams, DPS and SDSMASs the collection of clinical equipment and material requirements from the target districts, providing consolidated lists to the Operations Department,

· In coordination with the technical team members, provide technical assistance to FGH and DPS in the identification of appropriate strategies for the provision of quality clinical services in the province of Zambézia,

· Assist the Clinical Director to provide provincial and district level technical guidance in the analysis of M&E data and the design of activities to overcome potential shortfalls against targets,

· Collaborate with the M&E Director to define key indicators,

· Assist the Clinical Director to routinely review data to ensure FGH meets PEPFAR and national targets and remain within established budget parameters,

· Represent the interests of FGH in DPS’s working groups and meetings with partners, as necessary.

· Provide periodic feedback on activities and specific reports, as necessary,

· Participate in the development of subsequent years’ work plans and continuation applications as required by all relevant grants,

Required Qualifications:

· Candidate must have a Doctor of Medicine (MD) degree, while an additional Master of Public Health, a Master of Business Administration (MBA) or similar Master degree is preferred,

· Must have a minimum of 5 years’ experience working in a clinical setting within a developing country context, and a minimum of 1 year experience working in Lusophone Africa (Mozambique experience preferred),

· Must have strong program planning and implementation skills, preferably working with PEPFAR funding,

· Proven experience in managing large multidisciplinary teams,

· Proven experience in managing and analyzing programmatic data. Solid knowledge of MS Office,

· Capacity to work in a multicultural environment,

· Fluent English and Portuguese required (written and spoken),
