Position Description:

Project HOPE is seeking a long term, full-time Deputy Chief of Party/Deputy Project Director (DPD) to provide leadership to technical activities on this anticipated 5-year initiative. This position will be based out of Maputo Mozambique for the duration of the contract period.

Introduction:

Project HOPE is recruiting for our proposal to USAID/Mozambique’s recently issued RFP titled “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ). We are a non-profit organization with an international team of over 500 engaged employees in 30 countries. Our mission is to make a positive impact on the global health challenges facing people around the world. Working in collaboration with local governments and other nongovernmental organizations, we are committed to long-term sustainable health care. Position is contingent upon successful award of the project.

RFP Background:

The main goal of the USAID/Mozambique’s “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ) activity is to improve the health, nutritional status and well-being of the Orphans and Vulnerable Children (OVC) living in PEPFAR defined priority districts for epidemic control. The overall objective is to strengthen the capacity of families and communities to care for and protect the children within their care. This contributes to reducing the risk and impact of HIV/AIDS and other health conditions on one of the most vulnerable populations in Mozambique. The activity will take a family-centered approach and offer a set of interventions that will: strengthen families and communities to help OVC, and build resilience; and create a fostering environment for a healthy physical, social and emotional development, ensuring that children are healthy, educated, and prepared to contribute to Mozambique’s development.

Responsibilities:

The DPD is responsible for overseeing all programming, including ensuring the technical quality of services. The DPD works with sub-partners to decide on targets, oversees the development and execution of community action plans, monitors the implementation of the work plans, works with the PD to facilitate operational capacity building initiatives, directly facilitates technical capacity building, and supports coordination with local government and other key partners. The DPD directs and supervises senior program staff and consultants.

Required Qualifications:

  • A Bachelor’s degree in public health, social sciences, or other related degree;
  • At least 5 years of experience managing large and complex OVC or Community based HIV/AIDS care and support projects;
  • At least 3 years of supervision experience;
  • Experience working with CSO’s in advocacy training and institutional capacity building;
  • Demonstrated ability to ensure gender integration in project design, implementation and M&E

Preferred Qualifications:

  • Demonstrated experience planning, designing, implementing, monitoring, and evaluating projects; and
  • Demonstrated strong managerial, communications and interpersonal skills.
  • Excellent knowledge of U.S. Government approaches and regulations;
  • An excellent team player with good skills in team work and consultative approach to decision making;
  • Outstanding English and Portuguese language skills, both spoken and written
