Introduction:
Project HOPE is recruiting for our proposal to USAID/Mozambique’s recently issued RFP titled “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ). RFP Background:
The main goal of the USAID/Mozambique’s “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ) activity is to improve the health, nutritional status and well-being of the Orphans and Vulnerable Children (OVC) living in PEPFAR defined priority districts for epidemic control. The overall objective is to strengthen the capacity of families and communities to care for and protect the children within their care. This contributes to reducing the risk and impact of HIV/AIDS and other health conditions on one of the most vulnerable populations in Mozambique. The activity will take a family-centered approach and offer a set of interventions that will: strengthen families and communities to help OVC, and build resilience; and create a fostering environment for a healthy physical, social and emotional development, ensuring that children are healthy, educated, and prepared to contribute to Mozambique’s development.
Position Description:
Project HOPE is seeking a long term, full-time Finance and Operations Director (FOD) to provide technical support on this anticipated 5-year initiative. This position will be based out of Maputo Mozambique for the duration of the contract period.
Responsibilities:
The FOD is responsible for overseeing project finances and other operational and administrative duties. The FOD will supervise all grant and contract management and reporting on contract and grant performance as well as provide financial and technical management to ensure best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of USAID financial reports.
Required Qualifications:
- A Master’s degree or higher in Business Administration, Finance, Accounting, or relevant field, and at least 8 years of demonstrated experience in administrative and financial management of large-scale, complex, international development assistance programs; OR
- A Bachelor’s degree in Business Administration, Finance, Accounting, or related field or a professional qualification in accountancy, with at least 10 years’ experience in administrative and financial management of large-scale, complex, international development assistance programs; and
- In-depth knowledge of U.S. Government financial management rules and regulations.
Preferred Qualifications:
- Strong financial and operational management experience with proven management skills;
- Strong interpersonal and team-building skills with significant experience building strong host country national team;
- Extensive experience in developing and managing a donor funded grants program; and
- Proven ability to work with a wide range of local organizations and people.
