Major Duties and KeyResponsibilities:
Under the overall supervision of the Executive Director, the Head of Water Resources Management Division (HWRMD) shall provide leadership and oversight to a multi-disciplinary team of experts (Natural Resources Management, Dam Safety, Modeler, GIS, Knowledge Management, IT, etc.). He/she will ensure that the Eastern Nile Basin is managed sustainability and is responsible for monitoring, assessing evaluations of the development potential and carryout capacity building of the basin; develops long term development plan; provides leadership towards monitoring; develops standards policy guidelines to regulate development initiatives; enhances responsible management of natural resources, healthy ecosystem, coordinating advocacy and awareness creation on balanced ecosystem; develops monitoring tools and ascertaining the quality of the water; ensures the equitable, judicious and responsible use of the water resources among competing interests; identifies potential project and investment ideas; supports member countries in developing standards and systems for dam safety; stores and disseminates knowledge and knowledge products of ENTRO and assumes responsibility for the integrated water resources management functions of ENTRO.
Qualifications and Competencies:
Education: At least M.Sc. level degree in hydrology, water resource management, or other closely related engineering field.
Experience and competencies: At least 14 years relevant experience or a minimum of 8 years of relevant experience for PhD holders; significant high-level experience in both technical and policy aspects of integrated water resources management, particularly in a basin management context on water resources planning, watershed management, land use, erosion and sedimentation, floodplain management, water quality, environmental strategies, environmental flows and tradeoffs among water uses; proven capacity to take innovate and strategic approach to formulation of development scenarios; demonstrated experience in time-series data analysis, yield studies and water resource assessments, the use of rainfall-runoff models and river flow simulation models for both policy development and operational purposes.; working knowledge on the use of a range of multi-criteria analysis techniques in evaluation of the technical, political, risk, social, environmental and economic aspects of development planning scenarios; experience of working in a river basin organization or in the water sector, experience of working in multilateral development organizations. Ability to transmit ideas and information in a clear, accurate and effective manner.

Terms of Employment:Initially for 1 year, with 6 months probation period, renewable for additional years subject to satisfactory performance and availability of funds. The workstation is ENTRO in Addis Ababa, Ethiopia, although work might necessitate field trips within and outside the Eastern Nile countries.
