The position of Senior Quality Assurance Associate supports the Quality Assurance unit to ensure identification and mitigation of risks in the course of implementation of the programme. This position will also be responsible for providing guidance to programme and field office staff in addressing system issues related to Cash Transfer to government and CSO implementing partners. Strengthening knowledge and capacity of staff under supervision to promote quality transaction processing and other deliverables.

Purpose of the post

Join our team to manage the function of Vision Hub to ensure quality is assumed in processing day-to-day transactions; staff capacity is strengthened and smooth work flow with programme sections/field offices and implementing partners is maintained through creation of common understanding of applicable standards, policies and procedures.

Main Responsibilities:-

  • Provide overall management and oversight of the Vision Hub function. Ensure compliance to organizational rules and regulations, adherence to HACT Framework and other applicable standards in processing cash transfers and liquidations. Manage the flow of transactions within the Hub, and ensure quality of documentation is verified and required level of details maintained as per established checklists before transactions are initiated in the system.
  • Strengthen knowledge and capacity of staff under supervision to promote quality of transaction processing and other deliverables. Create understanding of HACT framework, policies and procedures related to processing transactions through day-to-day communications, provision of trainings based on gap identification and needs assessment, for smooth communication with programme sections, Field office and implementing partners.
  • Provide support and guidance to programme sections/field offices in addressing system issues in processing cash transfers and liquidations, and on cash forecast and disbursement related issues. Provide support to Programme Sections/Field offices in terms of monitoring outstanding cash transfers and grant expiry periods.
  • Ensure on-site visits/spot checks, and other monitoring trip reports used to recommend adjustments and actions are well understood and used as input to ensure quality of transaction processing.
  • Prepare regular periodic reports related to transaction processing in VISION Hub. Seek management advice and guidance on issues that require management attention. Ensure proper recording tool for monitoring, reporting and evaluation is instituted in the unit. Improve the efficiency of the cycle of fund releases and liquidations by instituting an effective follow up system of outstanding advances and liquidations.
  • Liaise with other UNICEF country offices to learn from their best practices and lessons learned on the Hub system, and provide updated information to staff under supervision and all others concerned. Actively engage in solution finding and participation in VISION WebEx sessions to stay abreast with the latest developments on DCT in VISION, and support staff in trouble shooting and solving bottlenecks.
  • To qualify as a champion for every child you will have:-

  • Completion of secondary education, preferably supplemented by technical or university courses in a field related to the work of the organization.
  • A minimum of Seven (7) yearsof relevant experience in clerical or administrative work, of which at least one year was closely related to support of programme activities.
  • Developing country work experience and/or familiarity with emergency is considered as a strong asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Candidates should be NATIONALS of Ethiopia.
