The Program Development Manager will work with the Humanitarian Program Director to provide support on programme development, grant management coordination and resource mobilization with high standards of appropriateness, timeliness, and effectiveness. Lead the design process of full proposals and concept papers less upon request and opportunities. Ensure that grants are managed effectively through appropriate, timely and detailed communication within the relevant units of the CO and field offices and with CMPs and COSACA members. Ensure reporting to key stakeholders is produced through appropriate template and timely communicated. Encourage and facilitate the documentation of best practice in program development, grant management and resource mobilization.

Qualifications:
- Degree in Social Sciences, International Development or equivalent
- Demonstrated success in securing international development funding from sources such as USAID/OFDA, EU/ECHO, DFID, DEC, GAC and other institutional donors
- Minimum of 2 years working experiences in disaster relief and recovery contexts
- Minimum of 3 years working in INGOs
- Excellent written and oral communication skills in English
- Excellent analysis and written skills for writing concept papers and design documents (including log frames and indicators).
- Demonstrated proposal development experience, including managing proposal development teams.
- Good understand financial management and resource allocation.
- Strong facilitation, collaboration & team building skills
- Computer knowledge including Word, Excel and Power Point
This position is for 6 months.
