How can you make a difference?

  • Purpose and Objective:
  • For the first time in recorded history, two strong tropical cyclones have hit Mozambique in the same season. Tropical Cyclone Kenneth following on the heels of Tropical Cyclone Idai made landfall in Cabo Delgado on 26 /April. According to the National Institute for Disaster Management (INGC), Cyclone Kenneth left at least 41 people dead and affected more than 140,000 people. The districts of Quissanga, Macomia and Ibo in Cabo Delgado Province were the hardest hit, with reports that entire villages have been destroyed. Rains continued for several days after the cyclone, resulting in widespread flooding; access to some areas remains a challenge and the full extent of the flooding is yet to be completely assessed.

    At least 19 Health facilities were damaged or destroyed by the cyclone in Cabo Delgado and more than 20,000 persons were displaced. Direct impacts on houses, including displacements put in risk the regular provision of basic primary health services while simultaneously increasing the risk of infectious disease. Cholera has been confirmed and treatment centres and immunization campaigns are being done while teams increase efforts for improved water and sanitation.

    Inside this critical situation, Cabo Delgado was previously highlighted at risk for food insecurity and malnutrition (most districts with over 40% of households classified as IPC level 3 or 4), further increasing the vulnerability of the cyclone and flood affected population. Adding to the cyclone disaster landscape, the recently finished IPC acute malnutrition analysis is showing that the districts of Ibo and Mecufi are in IPC phase 3 for AMN and require immediate humanitarian action.

    UNICEF and partner field teams are deployed and are helping the Ministry of health on the delivery of life-saving activities. Based on previous cyclone and flood experience, the burden of malaria, diarrhoea, malnutrition and common illnesses and injuries cases as well as the disruption on the treatment of chronic illnesses such us HIV, is anticipated to grow given the scale and impact of the disaster

    The UNICEF Health and Nutrition Consultant (Emergency) will ensure leadership, coordination, planning, strategy development and advocacy in the context of the emergency response on behalf of UNICEF with close engagement and systematic work with the Health and Nutrition partners at subnational level.

  • Activities and Tasks:
  • The Health and Nutrition Consultant (Emergency) will undertake the following activities on regular basis in order to:

    Situation Analysis and Strategic Engagement

  • Support the MoH and health and nutrition partners to assess the evolving health and nutrition needs of affected populations to restore the health services provision, including malaria, immunization, nutrition and HIV services and health promotion, as defined by the Core Commitment for Children in Health and Nutrition Emergencies.
  • Ensure analysis of information on the impact of the emergency and needs of affected populations for planning and monitoring purposes, including age, gender and diversity in collaboration with the MoH at central and subnational level and health cluster partners.
  • Participate in coordination forums to advise and recommend strategic interventions a wider sector/partnership level.
  • Coordinate closely with other sectors for complementary efforts including WASH, child protection, and education.
  • Participate and coordinate, if needed, the Nutrition cluster coordination meeting in Pemba
  • Participate in the health cluster coordination meeting
  • Programme Implementation

  • Guide UNICEF field team and partners on the design, implementation, and monitoring of the UNICEF-specific areas of health and nutrition interventions; including preparation of quarterly financial requests/cost requirements.
  • Provide direct support the development and implementation of the priority activities, including operation of outreach teams, training and capacity building of health staff, and reinforcement of community systems for health and nutrition service delivery
  • Ensure active communication with the CHN section/team to ensure UNICEF’s meaningful and timely technical contributions to effective support and supervision of implementation
  • In coordination with health and nutrition programs and logistics, monitor supplies, particularly for PHC interventions (vaccines, basic medicines and nutrition commodities) to forecast additional supply needs and prepare distribution plans and release orders.
  • Executes the timely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints to ensure effective project delivery.
  • DELIVERABLES

  • Monthly monitoring reports on nutrition and health program implementation at provincial level
  • Update nutrition cluster monitoring tools on a monthly basis (4w’s, financial reports, etc.)
  • Contribute to regular humanitarian situation reports and other related documents
  • Revise and propose targets for humanitarian response in health and nutrition Regularly update the UNICEF Humanitarian Tools, such us ERP, SitRep, HAC, donor reports.
  • Monitors partner funding/expenditures; review partner, planning of intervention quarterly, submission of requests, and regular monitoring visits.
  • Sets up a reporting system and sends weekly, monthly situation reports to concerned parties(including information management) for timely and effective needs assessments, planning, prioritization, implementation, reporting and evaluation.

    Education:

  • University degree in Health, Nutrition or Health related sciences.
  • Work Experience:

  • Professional work experience in programme development and implementation, including monitoring and evaluation activities.
  • A minimum of five years of relevant professional work experience.
  • Proficient management and coordination skills;
  • Evidence of active involvement in strategic planning, with preferable experience with Country Programme Document development.
  • Previous work experience with Mozambique Ministry of Health (MISAU) an asset
  • Language Proficiency

  • Fluency in English and Portuguese
