Shaping a stronger Oxfam for people living in poverty.

Job Purpose

Responsible for development, design and management/monitoring of the Cyclone Idai and Kenneth Response and Resilience programme and for ensuring the programme responds to country development trends. Ensures the proper implantation of programme strategies and plans, maintaining the coordination, linkages and synergies within and between humanitarian, resilience and longer term programmes as well as contributing to linking these programmes with influencing and ensuring programme quality. The Cyclone Idai and Kenneth Response and Resilience Lead reports to the CD and is a member of the Country Management Team (CMT). S/he is expected to be committed to Oxfam’s vision and values and lead with integrity always. S/he represents Oxfam/COSACA (Humanitarian Consortium consisting of Oxfam, CARE and Save the Children) at senior levels with provincial authorities, the UN-led humanitarian leadership, local partners and other external stakeholders.

Job Responsibilities

Strategic Leadership, Development and Management of the Cyclone Idai and Kenneth Response and Resilience Programme - 25%

  • As a part of the country leadership and senior management team in the country, develop strong matrix links with other country programme teams and relevant regional and global staff to develop and deliver the humanitarian response, early recovery and resilience strategy for Cyclone Idai and Kenneth.

  • Leadership of the Cyclone Idai and Kenneth humanitarian response, early recovery and resilience programmes by:

    • Ensuring prgramme plans, budgets and resource requirements are developed to meet planned bjectives.
    • Budget, fund and cntract oversight and donor liaisn.
    • Ensuring effective advisry supprt frm the respnse cordination, cuntry, reginal, EA and GHT technical teams t the field teams.
    • Ensuring strng coordination and learning within and between geographical teams and technical teams and COSACA1 perational actors and coordination unit at provincial and national level.
  • Ensure synergies between and harmonisation of humanitarian, development and advocacy programme strategies according to the “one programme approach”, and enabling a smooth transition from emergency humanitarian interventions towards recovery, resilience and longer-term development programming where possible in line with the country priorities of resilient livelihoods; governance & accountability and addressing women’s and other vulnerable person’s rights.

  • Responsible for operationalising Oxfam’s new humanitarian approach by seeking to transform our humanitarian programming with regards to community leadership, the implementation of feminist principles and local partnership, including women’s rights organisations.

  • Leadership on the humanitarian preparedness and response thematic area at provincial level, staying up to date with the latest thinking and coordinate with other COSACA members and COSACA Coordination unit, IFRC/Red Cross, local and government partners (INGC - Instituto Nacional de Gestão de Calamidades, Office of Reconstruction, Mayor’s Office, Governor’s Office), the humanitarian country team (HCT) at provincial level and other relevant provincial leadership structures and ensuring COSACA leadership and active participation of partners in contingency planning and response.

  • Contribute as required to Oxfam Mozambique’s national level contingency plan and DRR programme (led by the Country Humanitarian Programme Coordinator).

  • In coordination with the Director of Programmes/Humanitarian Programme Coordinator, ensure linkages to national and regional DRR platforms, the feminist humanitarian network, the national humanitarian platform and other humanitarian and resilience related coalitions and networks to influence national, regional and international actors’ policies and practices on resilience, climate change and humanitarian work.

  • Co-represent COSACA in the Provincial HCT/Humanitarian Leadership mechanism in Beira (bi- weekly) and related forums and co-lead the provincial INGO forum (monthly) as COSACA.

  • Support the gathering of evidence to feed into the Oxfam regional and global ‘saving lives work, Rights in Crisis (RiC) Campaign and priorities and contribute to influencing relevant local, national, regional and global actors.

Partner Capacity Building and Relationship Management 15%

  • Co-ordinate with the Director of Programmes/Humanitarian Programme Coordinator and COSACA Coordinator for the development and actualisation of Oxfam and partners’ contingency planning and ensure this fits into the wider national/provincial level contingency planning.
  • Coordinate capacity building and pre-positioning activities in Sofala, Cabo Delgado and Zambesia Provinces to achieve the objectives set in the preparedness strategy/contingency planning.

  • Develop and ensure implementation of initiatives to build humanitarian preparedness and response delivery capacities of identified partner agencies and communities in the programme area to meet Oxfam’s global commitment of 30% of humanitarian work being delivered through partners, including women’s rights organisations as humanitarian partners.

  • Coordinate with the Director of Programmes to ensure a step-change in increasing the % of women’s rights organisations/platforms as humanitarian partners and ensuring relevant capacity building and preparedness is in place for women’s rights organisations.

  • Coordinate and maintain effective relationships with national and local government structures responsible for disaster preparedness, contingency planning and management (INGC, Red Cross/IFRC and the UN).

  • Work closely with national partners to maintain up-to-date analysis of the national and regional humanitarian context to inform relevant programming, including humanitarian preparedness and response.

  • Influence government at local and provincial levels to include CSOs within the early warning, rapid response and resilience capacity provincial and national strategies.

  • In collaboration with the Advocacy and Policy Coordinator, seek to raise the profile of the role of local partners in disaster preparedness and response locally, nationally, regionally and globally.

  • Ensure sound internal and external co-ordination during preparedness and response by building strong networks and appropriate representation on relevant humanitarian working groups, clusters and humanitarian mechanisms at provincial levels.

  • Ensure the appraisal and monitoring of Oxfam's and partners' humanitarian preparedness and response capacity, including operationalisation of relevant requirements (i.e. Oxfam minimum requirements) and humanitarian standards (CHS, Sphere, Red Cross/Red Crescent Code of Conduct etc.)

  • Co-ordinate capacity building activities for all parties involved in order to achieve the objectives set out in Oxfam Mozambique’s contingency plan/preparedness strategy at provincial levels in Sofala, Zambesia and Cabo Delgado.

Program Management and Resource Mobilisation 40%

  • Work with the CMT, the SMT, the Country Funding Team and other COSACA partners to secure internal and external funding to deliver the Cyclone Idai and Kenneth response, recover and resilience

strategy by ensuring appropriate funding strategies, donor engagement strategies and funding proposals are developed.

  • Ensure the Cyclone Idai and Kenneth response, recover and resilience strategy and programmes are accomplished within budget, strategy, project plans and donor contracts, in a cost effective and efficient way.

  • Pro-actively mitigate programme risks ensuring compliance within donor guidelines and Oxfam Novib internal policies, including ensuring relevant staff are trained and able to capture programme/project related information timely in Oxfam Novib Business Systems.

  • Ensure best practices are applied with regards to grants management, including grant opening/kick- off meetings and closing meetings, M&E and programme quality systems being in placed and followed, funding grid kept up to date, proposal, reporting and sign-off processes being in place and timely communicated, ensuring adequate time for country and head office sign-off.

  • Ensure that gender, protection, conflict sensitivity and safe programming is effectively developed and mainstreamed, with the SMT and Managers in the response are taking on leadership for its implementation (rather than Technical Coordinators).

  • Working closely with the Advocacy and Communications team to ensure evidence from the Cyclone Idai and Kenneth programme is used to develop relevant advocacy, policy and communications pieces, appropriately linked to wider national, regional and global initiatives in line with the Advocacy Strategy for Cyclone Idai and Kenneth.

  • Ensure that effective, transparent and robust MEAL, accountability and safeguarding systems and processes are in place for the program to deliver on the response, early recovery and resilience strategy for Cyclone Idai and Kenneth.

  • Ensure relevant programme, finance and funding staff in the team have received training on relevant EA procedures and systems to implement and monitor programmes in line with EA requirements.

  • Ensure Sitreps (COSACA/Oxfam) are timely developed at required quality and in an agreed format appropriate for the audience.

  • Coordinate any new emergency response in the area of responsibility (slow and rapid onset), coordinating the process of assessments, programme design and resourcing, preparation of concept notes/CATFUND application, proposals etc. as required in collaboration with the country, regional and global humanitarian team (GHT) as applicable.

  • Lead the development, implementation and review of security management and contingency plans for the programme area in line with Confederation standards, policies and procedures and contribute to the development of a sustainable country security management structure.

People management and team leadership 20%

  • Lead on the creation of a work environment where everyone feels valued and respected and where diversity is embraced.

  • Ensure that women’s transformational leadership is encouraged throughout the Cyclone Idai and Kenneth Response Programme and that specific efforts and resources are placed on developing local women staff to take on more responsibilities.

  • Ensure all Oxfam staff, partner staff and contractors are familiar with and abide by the Oxfam’s Code of Conduct, Oxfam International standards and procedures and other regulatory codes (e.g. CHS, Sphere Minimum Standards, Red Cross/Red Crescent Code of Conduct).

  • In close collaboration with HR Team, Programme Managers and Technical Coordinators, identify staffing needs, support recruitment of staff and manage the performance and development of all direct reports, ensuring performance objectives are produced and worked to, including identification and effective delivery of training and development needs.

  • Provide leadership and management to the Cyclone Idai and Kenneth Response Team to deliver on the response, resilience and advocacy strategies in line with Oxfam’s vision and values, new humanitarian approach and global commitments, ensuring the management of the team is in line with Oxfam’s HR policies and procedures.

  • Manage with support of HR, the life cycle of individuals within the team from pre-recruitment to exit, including performance management and/or capacity development processes, and working with HR on issues such as disciplinary matters.

  • Ensure any mismanagement issues are timely reported and followed up on as per organisational policy.

  • Performance manage staff, consultants and researchers as required, in accordance with Oxfam HR policy and procedures.

Job Requirements

Technical Skills, Experience & Knowledge

Essential

  • Post Graduate Degree or Degree with equivalent work experience from a recognised University/college in International Development or any other related area that can bring added value to the job.
  • Relevant international experience of 7 - 10 years for post graduate holders, or 10 years + for degree holders, including budgeting, planning, programme cycle management, preferably in an international NGO/operational UN agency/equivalent, out of which at least 5 years should be supervisory/managerial experience.

  • Excellent value-based people management skills, with proven ability to lead multi-cultural with integrity and professionalism always.

  • Extensive experience in large-scale humanitarian and resilience programming at senior levels, including both in sudden-onset disasters and in complex, insecure environments.

  • Experience of working with and influencing government at senior levels.

  • Knowledge of and experience of working with and influencing donors, UN and the cluster system at senior levels.

  • Commitment to and experience of working with local partners, including women rights organizations, and civil society networks and provide strategic support to gradually increase their influence and programme portfolios.

  • Knowledge and understanding of Oxfam WASH, Emergency Food Security and Livelihoods, Gender and Protection programming in humanitarian response and resilience programming.

  • Experience of implementing gendered humanitarian interventions and mainstreaming of other key programme quality themes such as accountability to local populations in humanitarian and resilience interventions.

  • Knowledge on Early Warning Systems (EWS) based on sound local and global contextual analysis and international benchmarks.

  • Commitment to and knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to influence humanitarian actions

  • Excellent communicator with strong written and reporting skills, and an excellent ability to influence verbally to persuade with diplomacy and tact.

  • Ability to work strategically and cooperatively with a number of different in and out of country stakeholders and working relationships.

Desirable

  • Previous regional and/or in country working experience and understanding of regional and Mozambican political context and government policies on disasters, preparedness and response as well as DRR and climate change sdaptation strategies.
  • Good knowledge of the functionality of relevant disaster management structures including UN Clusters System, CTGC – Conselho Técnico de Gestão de Calamidades, District Disaster Management Committees and other key institutions.
  • Training or capacity building skills.
  • Fluent in Portuguese.
