The Operations Manager provides leadership and direction for CARE Mozambique Idai response operations functions in line with the Response Strategy and vision. The Operations Manager works closely with the Emergency Team and is responsible for operational oversight of the Idai Response operations team including: Finance, Human Resources, Administration, IT, and Procurement. The Operations Manager will also provide oversight for any Response field/sub office operations functions. S/he will provide strategic oversight of Operations processes and the development of its functions in line with the changing demands and priorities of the Idai Response. The Operations Manager is expected to contribute to strengthening the integration of all Operations functions by working closely with the program team. This will be done through structured and systematic capacity building of Operations staff to address operational challenges; using existing resources and tailored to the specific staffing needs. The Operations Manager fosters a values-based organizational culture, ensuring good internal controls and conscientious stewardship of organization resources. S/he will promote a performance-based culture ensuring performance management systems are in place, functional and effective. The position requires advanced management skills, excellent team building and people coaching skills, extensive experience and in-depth understanding of administrative support processes and compliance requirements.

- Acting Emergency Team Leader from time to time as required
Qualifications:
- Minimum of 5 years’ experience in finance and operations in large international NGO with a minimum of 3 years at the senior leadership position.
- Knowledge on various donor and legal compliance is desirable.
- The person should be a self-starter, decisive decision maker, quick learner and have the ability to initiate and improve upon existing systems,
- Strong leadership and team building skills and sound judgment.
- Good knowledge and experience in institutionalizing compliance and accountability system and procedures
- Demonstrated skills and motivation towards gender and cultural sensitivities, valuing diversity and championing organizational and staff diversity, upholding the organizational core values.
- Encouraging open communication within teams and the organization. Proactive in liaising and problem solving.
- Excellent interpersonal, networking, communication, negotiation and facilitation skills
