POSITION SUMMARY

As a highly valued member of ICAP in Mozambique, the Human Resources Director will report to and work collaboratively with the Country Director to provide dynamic and strategic leadership to a staff complement of 400+ individuals. The Human Resources Director will be a member of ICAP in Mozambique’s senior management team and will provide technical support and oversight to all central and provincial based HR practitioners to develop, implement, monitor and evaluate policies and procedures to improve country office HR systems in line with ICAP Standard Operating Procedures, local labor law requirements and prevailing employment practices.
This position is grant funded.

MAJOR ACCOUNTABILITIES
Recruitment and Onboarding
- Provides recruitment oversight and guidance for Mozambique based positions while developing innovative techniques to refine sourcing and attract highly qualified candidates.
- Oversees contracting and payment systems of consultants.
- Actively support proposal recruitment efforts and program start-up in collaboration with the technical, program, and operations teams.
- Ensures that a robust onboarding and orientation plan and training package are in place for all new hires.
Human Resources Management:
- Collaborates with country leadership to review and revise the organizational organogram, based upon program needs and staff capacity.
- Conducts routine organizational assessments to identify gaps in team composition, including staff capacity, placement and/or division of roles and responsibilities. Shares findings with country office leadership and leads development of strategies for overcoming challenges.
Compensation and Benefits
- Collaborates with country office leadership to draft or revise salary scales based on salary survey data and internal equity to ensure competitiveness with local market. Presents the final draft to NY based HR Director for review and approval.
- Ensures that benefits plan for country office based employees reflect national operating contexts and organizational needs.
- Oversees monthly payroll processes, in collaboration with NY and ICAP in Mozambique Finance.
Legal and Compliance
- Facilitates interactions with and seeks guidance from local legal counsel(s) to interpret national labor laws and prevailing HR practices so that ICAP’s missions and values are reflected and organizational risk is reduced. Provides regular updates to the NY based Human Resources Director.
- Revises local hire manual to ensure compliance with local labor law, ICAP Standard Operating Procedures and Columbia University policies. Provides the local hire manual to the Country Director for review and NY Human Resources Director for final approval.
- Develops and facilitates innovative trainings to all staff on policies, procedures and HR best practices.
Employee Relations and Performance Management
- Partners with country office leadership in order to navigate and resolve sensitive and complex matters involving ICAP employees, consultants and stakeholders,
- Proposes solutions, tools, and strategies that fosters a positive and supportive working environment.
- Establishes relationships with ICAP in Mozambique employees, senior management and global HR leadership built on trust and open communication.
- Monitor and support a performance management approach that encourages regular feedback and career development. Train country leadership in performance review management, as necessary.
- Builds upon global ICAP learning and development initiatives and encourages active use of available tools and resources and seeks out new opportunities for employees that encourage professional growth.
- Provides guidance and support to country office senior management on employee retrenchment plans prior to or during periods when staffing reductions are necessary.
- Performs other duties as assigned
EDUCATION
- Bachelor’s Degree required
- Master’s Degree in Human Resources, Public Administration, MBA, Law or related field, strongly preferred
- HR Certification highly desired
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
- 10+ years of progressively responsible professional experience in Human Resources at a global non-governmental organization
- Advanced knowledge of Mozambique labor laws and context
- Experience with USG and/or international donor funded organizations and their rules and regulations as it pertains to Human Resources
- Demonstrated experience acting as a partner to diverse populations based in multiple offices
- Ability to exercise sound judgement that takes into account cultural sensitivities
- Maintains high level of confidentiality on all matters
- Demonstrated skills in negotiation, coaching, training facilitation, conflict resolution and influencing
- Ability to work independently as well as within a team, build and maintain positive team dynamics
- Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint), applicant tracking systems, and HRIS
- Excellent verbal and written communication skills
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS
- Fluent in written and spoken Portuguese and advanced proficiency in English
TRAVEL REQUIREMENTS
- Up to 25% domestic and international travel per fiscal year which average 1 week in duration
