Mozambique: SENIOR GRANT FINANCE MANAGER

PURPOSE OF POSITION:

As a member of the JAM Mozambique Senior Management Team(SMT), the Senior Grant Finance Manager will oversee and supervise Project /Grant funding portfolios in Mozambique. This is a hands-on management role that requires extensive familiarity with all aspects of grants and project financial management and would act as an in-house expert resource to the program team. He /She would assist the Country Director in establishing and implementing strong system of effective financial management in accordance with approved budgets, donor agreement, government regulations and accounting policies of JAM. He /She would advise the Finance Director on matters related to risk management, internal control systems and their impact on the overall country office. This Position report to the Country Director on day to day issue and to the Finance Director on technical issues.

Grant/ Project Portfolio Management

Ø Evaluate financial reporting systems, accounting procedures and make recommendations for changes to procedures, operating systems and other financial control systems.

Ø Work with the Mozambique SMT to prepare annual project budget as well as grants budget to support new proposals or realignments to ensure coverage of country operating costs.

Ø Assist in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.

Ø Consolidate donor financial reports as per the donor agreements and contracts and ensuring donor regulations are adhered to for all aspects of the operations.

Ø Maintain Mozambique Portfolio updated monthly financial reports and arrange meeting with SMT, Provincial management team and Finance staff (separately) to review individual funding portfolio, which may consist of grants, contracts, gifts and other types of restricted and unrestricted funding.

Ø Capture and implement feedback and changes from meeting.

Ø Review and maintain a database for LDR per month per province and ensure they have been correctly charged to grants / projects.

Ø Inform the Finance Director and Country Director of any major budget fluctuations, significant monthly overspending or underspending

Ø Be a key player in the issues of grants accounting and management to ensure accurate coding of expenses and full compliance with JAM internal and donor requirements.

Ø Responsible for conducting financial and general compliance monitoring visit. Coordinate, prepare for and conduct financial and compliance training for JAM Mozambique finance & non-finance staff.

Ø Ensure staff in Mozambique office follow best practices for procurement and other types of routine financial transactions. Keep the Finance Director informed on all major compliance issues/challenges while taking the necessary corrective steps.

Ø Coordinate with provincial offices and programs team on new project setup and progress reports. Submit in good time end of project grant financial reports and follow up on the project close-out procedures relating to financial aspects, asset disposal and release of liability among others.

Ø Maintain familiarity with evolving regulatory and compliance context and stay up to date on new grant-related rules and procedures as well as government regulations.

Ø Be the focal person to ensure that all grants/ projects financial reports are discussed with the project team passed on to Finance Director for final review and submission to donors within the required time schedules.

Financial Accounting and Management

Ø Work with Finance Systems Specialist to develop and refine standardised report formats for use in Mozambique, incorporating best practices from a variety of sources.

Ø Prepare and submit monthly field cash request for grants and projects and follow up on timely transfer of funds. Do monthly analysis of prefunding by HQ as against expenditures reported and follow up on outstanding funds from donors in relation to signed agreements

Ø Review payment vouchers and other journals to ensure proper expense coding and documentation.

Ø Monitor project cash and bank balances and ensure ongoing clearing of balance sheet accounts. Review and sign off on all bank reconciliation relating to the JAM Mozambique program.

Ø Actively participate in generation and interpretation of monthly financial reports and communicate to key stakeholders on a timely basis.

Ø Oversees training and technical support to Mozambique staff for skills improvement in the areas of accounting, reporting and internal control. Supervise and train the field finance staff. Implement a capacity development plan for JAM Mozambique finance staff.

Ø Assess Mozambique office internal control system, review current policies and advice Finance Director of the gaps and develops plans to mitigate the risk and update the policies.

Ø Work on the revision of the Finance Manual for JAM Mozambique program.

Ø Create and review consolidated financial reports to ensure sponsored projects are managed properly.

Knowledge, Skills & Abilities

Ø Requires a university degree in accountancy or equivalent or a part a full professional accounting qualification in accounting

Ø Strong inter-personal and leadership skills

Ø Good problem-solver, highly analytical, creative and innovative. Must be a team builder and adaptable.

Ø Has the ability to understand and link the programmatic indicators and targets to financial performance.

Ø At least 5 years working experience in grant financial management.
