Ethiopia: Economic Strengthening Project Officer

Terre des Hommes Netherlands in East Africa is looking for a Economic Strengthening Project Officer, full time, to be based in Gondar (Ethiopia), with frequent travel within Ethiopia.

Our approach

Terre des Hommes Netherlands (TdH-NL) prevents child exploitation, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. Terre des Hommes Netherlands in Africa focuses within its Child Protection programme on the themes of Sexual Exploitation of Children, the Worst Forms of Child Labour, Child Trafficking and Unsafe Migration, Sexual and Reproductive Health and Rights, and on Child Protection in Humanitarian Crisis. For each of these forms of child exploitation, Terre des Hommes Netherlands develops and implements programmes, through local civil society partners. In Africa, Terre des Hommes Netherlands works in Kenya, Uganda, Tanzania and Ethiopia. As part of its multi-year strategic plan (2016-2020) Terre des Hommes Netherlands plans to increase its support to comprehensive programmes addressing Child Protection in Africa.

The Economic Strengthening Officer is responsible for providing technical assistance (training, coaching, mentoring and monitoring) to the implementation of economic strengthening activities under the Supporting Ethiopian Returnees from Saudi Arabia in Gondar City Administration project. He/she will be responsible for the rolling out and cascading of the contextualisation of strategies, guidelines and manuals, and rolling out of these to ensure that targeted returnees are able to run feasible businesses to raise their income in order to provide holistic support for themselves. This position will also provide technical assistance to TdH-NL staffs and its partners in the areas of economic strengthening, enterprise development, microfinance, and income and asset building activities.

Position in the organisation

The Economic Strengthening Project Officer works within the Ethiopia Country Office Team, and receives hierarchical leadership from the Country Manager Ethiopia, to whom he/she reports. He/she will, in close collaboration and consultation with the country team, advise and act on the development, implementation and monitoring of the various projects under the TdH-NL child protection programme in Ethiopia. This will be done in close collaboration with, and support to, the project partners in Ethiopia.

Result Areas

  • Assists to the development of strategies, approaches, systems and guidelines to ensure that targeted beneficiaries have increased capacity to meet the basic needs of children and support self-reliance;

  • Works with project staff, government offices and MFI institutes to define, contextualise and execute economic strengthening interventions, standards, elaborate steps to meet the standards, and mobilise support. Executes economic strengthening monitoring systems and development of tools to track progresses;

  • Organises and delivers training courses and/or arranges for the delivery of training programs for the selected beneficiaries focusing on economic strengthening strategies, approaches, systems, livelihood pathways, community saving methods, business development skills and other related subjects;

  • Leads local market feasibility studies and other comparative analysis within the project area on different economic strengthening interventions, microfinance institutions operating systems, etc and shares results with wider audiences;

  • Participates in local level meetings under the project, and plays a role as a generalist in TdH-NL’s other economic interventions;

  • Works as a team with other TdH-NL staff in their efforts to address risky or unsafe migration and trafficking.

Knowledge,Skills,Experience and Behaviours Necessary to achieve role purpose

  • Degree in Economics, Business Management, Enterprise Development or other closely related field.

  • Five years of work experience, at least 3 years with NGOs in all or most of the fields of economic strengthening, micro-enterprise development, value chain, livelihoods.

  • Experience in both the public sector and NGO programs is an advantage.

  • Experience with Child Rights based programming is an advantage.

  • Proven experience in capacity building of civil society organisations.

  • Knowledge of and experience in project cycle management, including the use of Theory of Change and other planning tools.

  • Experience with financial management.

  • Ability to speak fluently in both Amharic and English.

  • Strong interpersonal communication skills- written and orally.

  • Planning, organising,cooperation, performance oriented.

  • High degree of taking initiative and working independently.
