Chemonics seeks a consultant to assess the overall midterm performance of the national HIV/AIDS Multi-Sectoral Response Strategic Plan (2015-2020). The consultant will evaluate the plan in terms of achievements, challenges/gaps, opportunities, and best practices to help determine a way to achieve the plan’s global and national targets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Assess the governance, coordination, and management of the HIV/AIDS Multi-Sectoral Response Strategic Plan
- Assess the epidemiology of HIV in Ethiopia to understand progress, gaps, and focus areas as well as the capacity of national surveillance systems to directly measure the level and trends of HIV burden of disease
- Review progress toward and capacity requirements related to achieving national HIV response goals and targets; assess the implementation status of the HIV/AIDS Multi-Sectoral Response Strategic Plan (2015-2020), identifying challenges and best practices as well as proposing options for improvement
- Review the extent of existing interventions and look for additional evidence-based and priority interventions
- Assess existing capacities and make recommendations to further strengthen supply chains, information systems, laboratory systems, and health workforces
- Review HIV program financing, assess funding trends, and map funding resources and gaps to achieve the strategic plan’s objectives and targets
- Recommend next steps based on the plan’s review
Qualifications:
- High-level technical expertise in evaluating the implementation of clinical and non-clinical components of HIV/AIDS programs; in-depth knowledge of current global strategies
- High-level technical expertise in reviewing and evaluating the supply chain management systems of national HIV/AIDS programs in terms of forecasting and supply planning, procurement, warehousing and distribution, and health systems strengthening
- Experience designing strategies for supply chain management systems that are part of national programs
- Expertise in HIV prevention, care, and treatment, including prevention of mother-to-child transmission and collaborative activities related to tuberculosis and HIV
- Expertise in HIV/AIDS epidemiology as well as monitoring and evaluation
- Expertise in designing HIV policy recommendations
- Expertise in HIV laboratory systems and HIV/AIDS-related commodities and supply management
- Excellent report-writing and presentation skills; willingness to work with a team of experts within a defined timeline
- Demonstrated leadership, versatility, and integrity
