Background

The International Labour Organization (ILO) partnered with the Swedish International Development Cooperation Agency (Sida) and H&M to implement a three year project entitled “*Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia*”. The project aims to contribute to national development by supporting the development of socially sustainable textile and garment industry through improved labour relations, productivity, wages and working conditions. For this purpose, the project employs a multi-pronged approach to assist the government, social partners, selected factories and major stakeholders of the industry at national, regional and enterprise levels. The project is implemented by ILO in collaboration with the tripartite constituents.

The textile and garment industry is one of the priority sector in Ethiopia. It is generating a new dynamism in the development of the manufacturing sector by attracting foreign direct investment and creating jobs. The sector however is facing many challenges. The study conducted by the ILO shows that absenteeism, high staff turnover and low productivity some of the bottlenecks confronting the sector. In many of the factories, production system requires significant changes in the organization of production, management of data and upgrading the skill of operators, supervisors and managers to improve productivity.

Purpose of the assignment

The objectives of the assignment are to identify challenges of productivity and competitiveness of the selected factories and propose comprehensive strategy including training to improve the productivity and competitiveness of the factories

Eligibility Criteria

Applicant should meet the following minimum requirements;

· Extensive local and international experience on productivity improvement support to Garment and Textile Factories

· Prior experience of conducting production management capacity assessment and skill matrix

· Extensive experience on training, coaching and manual development

· Demonstrated ability to support textile and garment industries on improving and developing productivity management system

·

Duration

· Duration of the assignment will be 6 months, starting from signing of the contract.
