The Senior Resilience Programs Manager will be responsible for the overall management and successful implementation of the Save the Children International as well as sub grantees component of the project. This will include managing the entire components of the project and required deliverables/outcomes, ensuring both technical and management requirements are met, including sub-grantees as required, and managing relevant government/stakeholder and donor liaison requirements.
The Senior Resilience Programs Manager is responsible for ensuring that key organizational principles and approaches, such as child participation, sound M&E systems, etc are well integrated throughout the project cycle; for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally; for engaging across departments and externally to ensure the work of the project supports overall advocacy objectives to realist greater change for children.
KEY AREAS OF ACCOUNTABILITY:
Project Management
- Ensure the EC-SHARE project is delivered according to the contractual requirement of the donor, i.e. all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
- Ensure the EC-SHARE project is fully understood and internalized by all project staff, senior managers and directors.
- Regularly update detailed annual and periodic work plans with project implementation and ensure this is used by the whole project team to monitor project progress towards completion.
- Support programmatic and financial reports for donors, government and Save the Children are prepared as required. Be fully aware of the grant compliance regulations for EC funding.
- Ensure integrations and complementarities of EC-SHARE and ECHO financed programs at operational level
- Serve as focal point for the EC-Delegation, ECHO country office, Save the Children members, and the consortium partners on all technical and program management matters.
- To highlight and prepare, together with the Finance and Grants Unit, documentation for any project modifications, amendments or extensions which require donor and/or Government consent and approval. Ensure such changes are made in close consultation with the Program Operation Director (North), Program Operations Manager, the Project Managers, Finance staff and all relevant project staff and senior managers.
- To provide guidance and supervision to the field based project managers and coordinators, together with the Hub Program Operation Managers and Field Office Manager in Afar and Somali, to ensure s/he has clear objectives and receives regular supervision and reviews. To provide overall project oversight for the rest of the project team, ensuring their respective line coordinators are also fulfilling their management responsibilities.
- Establish protocols for communication and management arrangements with project team. Ensure the field based team is copied all donor and government monitoring reports to facilitate their area reporting and coordination roles.
- Ensure the project’s grant status and progress is monitored monthly with the Award Unit.
- Participate in regular field based project review meetings, to include Grant Liaison Unit, Finance and Operations.
- Ensure close working contact and overseeing of the progress of project implementation of the consortium members (LVIA, Amref Health Africa, VSF-Germany, OXFAM GB and HCS).
- Plan, arrange and update the SMT meeting of the consortium members on quarterly basis.
Technical Programme Effectiveness
- Identify technical support needs of the projects and staff, and, jointly agree how these needs will be addressed within the project.
- In collaboration with the Project Managers and Coordinators, and other technical and project staff, develop Terms of Reference, commission and manage consultants (national or international) to cover all requirements that cannot be met by staff, as per the project design. Arrange for wide review and input on consultant deliverables, and dissemination of final deliverables.
- Assist project staff in the use of key generic and Save the Children tools and guidelines to ensure the quality of work. These include, among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS.
- Technically oversee, with the Project Managers and Coordinators and relevant project staff, the monitoring and evaluation plan for the projects, to include outcome, output and input indicators. Ensure that information from the M&E plan is fed into the M&E system for the overall Hunger Reduction Programme Plan, and identifies issues for advocacy.
- Technically support the Project Managers and Coordinators of all partners in implementation of the project through regular visits to the project implementation sites, in arranging the midterm and/or end evaluations, as per the donor requirements.
Strategic Donor Relations/Resource Mobilization
- Serve as senior project representative of the consortia for the donor, nurture appropriate public relations and donor relationships.
- Regularly communicate and coordinate with the EC Delegation in Ethiopia, and other senior technical and management staff of the consortium partners of the EC-SHARE project.
- Provide regular updates on the project to the donor and the SMT of consortium partners. This may also include case studies, photographic documentation, and reports outside the donor’s quarterly reporting requirements.
- Build on the technical knowledge and current/previous programming to guide further development of the project, as appropriate.
- Accompany and facilitate donor visits and provide relevant background materials.
- Ensure donor visibilities as per the requirements and guidelines**Strategic Programme Development**
- Ensure learning from the project informs Save the Children strategic approach to the technical areas covered in the project.
- Ensure learning from the project informs the strategic design of new interventions, as appropriate.
- Provide relevant project input to support the development of internal annual operational plans. Provide project input to the internal programme planning and review meetings, regional team meetings quarterly and annual reports.
Policy Analysis, Policy Engagement and Advocacy for Policy Change
- Be fully aware of national and regional policy debates, and engage with relevant government and other stakeholders in the sector or thematic area covered.
- Represent Save the Children at all relevant technical external task forces working groups, seminars or other meetings/fora which have been identified as critical for the project and related technical debates.
- Develop good relations with government, other NGOs, development and UN agencies etc working in the sector to advance common approaches.
- Ensure that the voices of children guide advocacy messages.
Other
- The Senior Resilience Programs Manager may be responsible for additional tasks and duties as and when required to support the overall Country Programme, regional and head office priorities.
Working contacts
External:
- Significant involvement with government officials in relevant departments at senior national and regional levels. Attendance at regular and ad hoc technical and policy level meetings.
- Frequent interaction with both technical and management counterparts of other key stakeholder agencies.
- Regular involvement with representatives of donors, international agencies and local civil society.
Internal:
- The Senior Program Manager will report directly to the Director of Operation.
- Regular engagement with the EC-SHARE Project Managers, the Area Operations Managers and staff in Somali Region, and other Save the Children Directors and technical managers is essential.
- Work should also be coordinated with the other thematic teams to enhance cross-fertilization and ensure integrated programming. Collaboration with all departments, and support of overall aims of the country programme, are also essential.
QUALIFICATIONS AND EXPERIENCE
Essential:
- Master’s degree in Disaster Risk Reduction/Management, Agriculture, Livelihoods, Economics, Anthropology, Sociology, Natural Resources Management, Development Studies or Related Disciplines.
- At least six years’ Experience in livelihood/development programming with international organizations, donors or institutions.
- Technical expertise in value chains, natural resources management or micro-finance.
- Experience managing EC funding and related requirements.
- Experience managing projects as either sub or lead agency.
- Experience in working with government counterparts and other partners at various levels - federal to district.
- Practical understanding of the challenges and opportunities in realising children’s rights, in relation to the thematic area.
- Proven conceptual skills and ability to think and plan strategically
- Demonstrated experience in M&E
- Strong representation and networking skills with the ability to liaise well with a wide range of individuals from different backgrounds and cultures.
- Good advocacy, communication, presentation and facilitation skills
- Strong interpersonal skills and an ability coach and mentor staff
- Proven ability to manage a complex and demanding workload
- Excellent spoken and written English
- Good computer skills (particularly Excel, Word and databases)
- Willingness and ability to travel to all project areas in the Somali Region of Ethiopia, within approved security frameworks.
Desirable:
- Work experience in food insecure regions of Africa.
- Work experience with pastoralists.
- Excellent understanding of the relevant thematic sector in Ethiopia at both field and policy levels.
