Established in 1951, IOM is a Related Organization of the United Nations, and as the leadingUN agency in the field of migration, works closely with governmental, intergovernmental andnon-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Head of Special Liaison Office (SLO) and Chief of Mission (COM) in Addis Ababa, Ethiopia, the successful candidate will support the COM in executing the mission’s liaison functions with the African Union (AU), the Intergovernmental Authority on Development (IGAD) and the United Nations Economic Commission for Africa (UNECA).

Core Functions / Responsibilities:

  1. Establish and maintain contacts with relevant departments of the AU, the IGAD and the UNECA with a view to ensuring that migration issues are (appropriately) reflected in their work.

  2. Oversee liaison activities and provide supervision and guidance to the SLO team, as necessary.

  3. Represent IOM in regional and continental conferences, workshops, seminars and meetings organized by partners, especially the AU, the IGAD and the UNECA.

  4. Work closely with the IGAD secretariat on migration related issues, identify potential areas of collaboration and provide technical support and coordination for the development of joint regional programs.

  5. Coordinate IOM’s contribution to existing regional and continent-wide joint programs on migration related topics.

  6. In consultation with the COM, coordinate IOM’s input for the preparation of continental policy discussions and debates with relevant HQ departments, IOM missions in Africa and other counterparts, as necessary.

  7. Generate briefing notes, draft reports and prepare updates on IOM activities as inputs for various regional dialogues.

  8. Prepare responses to ad-hoc requests from IOM regional, continental and global partners on migration issues relevant to the SLO.

  9. Draft papers on migration policy issues and contribute to policy and program formulation by regional and continental bodies.

  10. Perform such other related duties as may be assigned

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, preferably in Political Science, Law, International Relations, Conflict Studies, Economics, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• At least five years’ relevant professional work experience in the development sector, including with regional multilateral bodies;

• Excellent drafting capabilities, communication and negotiation skills;

• Good analytical skills, ability to interpret information, identify and analyze problems;

• Thorough understanding of concepts and current development related to migration;

• Experience in the area of multilateral and inter-state cooperation on migration;

• Good understanding of migration policy and practice, and inter-regional migration dynamics;

• Good knowledge of project development, administration and evaluation concepts and procedures;

• Good level of computer literacy, with proficiency in MS Windows / MS Office applications.

Languages

Fluency in English is required. Working knowledge of French or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.

For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
