Mozambique is on the brink of a significant economic transformation. Over the last decade there have been major investments in the coal sector. Huge gas deposits have been discovered in the northern part of the county and the government has been negotiating large investment deals with different international companies. The potential of these finds is enormous and the on-going search for further mineral wealth is on a very large scale. These developments in extractives, coupled with equally significant growth in other sectors like agriculture, have the potential to change the economic outlook of the country and, if well managed, with it the standard of living for the country’s citizens.
Against this background Oxfam’s new country strategy is geared towards working with civil society and government in advocating for pro-poor policies that will ensure that the country’s anticipated economic growth has a sustained positive impact on the lives of the less privileged. We are committed to a just world without poverty, and are continuously engaging with decision makers, opinion formers and supporters against poverty in more than 90 countries across the Globe.
Oxfam is looking for a highly motivated Mozambican national to lead this exciting programme at this crucial time in the history of the country, through working with teams and partners in the implementation of its new country strategy and building capacities for effective programming that results in transformational change.
In summary, as a member of the Oxfam Country Management Team, the Head of Programmes you will:
Provide thought leadership to Oxfam programme in the country.
Lead the strategic development, innovation and management of the country program in conformity with Oxfam Global programme directions and quality standards.
Ensure effective representation of the organsiation at high level platforms and with the donor community in the country.
Lead the development of strategic partnerships and alliances to ensure that Oxfam’s programme in the country maximizes on internal and external capacities in bringing about change.
Transform and motivate the Program Teams and partners through idealized influence, intellectual stimulation and individual coaching where necessary.
You will have:
Demonstrable experience and success in engaging with bilateral and multilateral donors, coupled with strong networking and negotiation skills,
Familiarity with government decision-making processes,
Transformational Leaderships skills,
Ability to inspire, mentor, challenge, empower, stimulate and nurture staff to become high performers,
Ability to be decisive in situations of ambiguity and complexity, taking calculated risks.
Fluency in written and spoken English and fluency in Portuguese.
