JOB CONTEXT : Under the umbrella of the Development Action, Handicap International has been operating in Mozambique since 1986. Born from an emergency intervention during the civil war (1986), the programme then deployed HI know-how in the rehabilitation sectors at wartime (1986-1992), then engaged into rural development (1996), advocacy support to the international campaign against landmine (1996) and its concrete implementation in the country through mine action projects (1998). Taking into consideration the disabling dimension of living with HIV, the programme progressively integrated HIV/AIDS prevention and mitigation into its core mandate (2003). More recently, inclusive local development strategies have been designed and implemented to ensure access to services in a context of increasing suburban poverty (2009). The combination of those actions and approaches in time have contributed to the emergence of national civil society actors capable to promote the rights of the most vulnerable groups, in particular those with disabilities. Extensive collaboration with DPOs and local authorities has allowed a shift in the models used to understand and address disability issues. Mainstreaming efforts have led to the recognition of disability as a priority issue in national and local political agendas and concretely opened the doors of basic services and risk mitigation systems to the most deprived. Handicap International Mozambique recently launched the implementation of its 2016-2020 country programme framework (CPF). This new CPF defines three areas of priority:
- Health (Child & Maternal Health, Sexual Reproductive Health, Rehabilitation)
- Socio-economic inclusion (inclusive education, livelihood access, etc)
- Disaster Risk reduction and Emergency Preparedness
The programme currently implements 2 projects on the following thematic:
- Inclusive education and child protection
- Social protection (access to social services for people with disabilities)
YOUR MISSION: Under the direct responsibility of the Desk officer based in Lyon, you will manage a team of 35 persons (2 directly). In the frame of the 2016-2020 program strategy (also referred to as Country Program Framework – CPF), your main objectives are: • Develop new projects in existing or emerging sectors, to secure and develop the program operational scope. • Fundraising: increase the financial cover of the Programme and develop eventually partnership with INGO. • Stabilize the organization of the programme and strengthen the capacity of the national team. • Develop the expertise and influence of the programme.
You are expected to reach those objectives through the responsibilities listed below: • Representing HI and promoting all aspects of its mandate in Mozambique • Ensuring implementation of the programme's Operational Strategy (OS) in line with HI's general • Ensuring the implementation of a security system on the program • Managing the program’s teams • Managing the programme’s internal and external communication
YOUR PROFILE : You have/you are: • Master degree in development studies • Minimum 5 years’ experience in implementing and supervising programs/missions • Ample experience in project cycle management, in project writing and reporting for institutional donors • Networking skills, chairing meetings involving carious stakeholders • Strong autonomy, initiative and sense of responsibility; • Fluent in spoken and written English • Fluency in Portuguese is not compulsory but would clearly be a must, if not, medium level is mandatory as it is the main language of communication with your team; French would be an asset.
CHARACTERISTICS OF THE POSITION: Living conditions in Mozambique are fairly good for international staff. No specific problem of security up to recently, where abductions cases have been notified in Maputo. In-country movements are mostly done by air, the major risk in country been the road safety and risk of accidents for pedestrians in urban area.
CONDITIONS: • Starting date : July 2017 • Length of the contract: 24 months • Employee:
- Salary from 3220€ (gross) / month regarding the experience of the candidate
- Perdiem : 375,96 (net)
- Insurances : medical health coverage, retirement planning, repatriation
- Paid holiday : 25 days per year associated to 11 field leaves per year
