In partnership with DAI, Technoserve manages the recently awarded Feed the Future Value Chain project is a $21 million, five-year USAID project aimed at increasing equitable growth of the Mozambican agricultural sector, by increasing agricultural productivity and expanding agricultural markets and trade in 8 value chains covering twenty-six districts in the Nampula, Zambezia, Manica, and Tete regions of Mozambique. The project focuses on: groundnut, sesame, soybean, common bean, cowpea, pigeon pea, banana and cashew value chains. A market systems development approach is core to the implementation of this project.
The Value Chain Manager is the technical lead for the implementation of the project overseeing a team of value chain specialists and short-term consultants and leading implementation. He or she will play a key role in supporting the project Chief of Party with the definition of the strategic vision and interventions for the program and will lead implementation across the Nampula and Chimoio field offices.
The Chimoio Value Chain Specialist/Innovation Manager (VCS-IM) will be part of a team of experts in charge of the implementation of the project activities in the districts of: Barue, Manica, Vanduzi, Gondola, Macate, Cidade de Chimoio, Sussundenga, Mossurize, Macanga, Agonia and Tsangano.
The VCS-IM will lead on the formulation of the vision and implementation strategy for a portfolio of about 3 interventions as well as in gathering evidence to measure performance and impact for the same. Each intervention will require agreeing Deal Notes with a number of leading market players. Deal Notes articulate the responsibilities of both the firm and the project, along with cost shares, in the process of introducing market innovations that will expand access and benefits for smallholder farmers. In managing interventions, and "deals" with market players, the VCS-IM will be supported (and will have to manage) a number of consultants on short term assignment, as well as by the program's Value Chain Manager (based in Nampula) and Chief of Party (Based in Maputo).
Under the guidance of the Chief of Party and the M&E Manager, the VCS-IM will pro-actively and systematically gather evidence to measure the progress and impact of each intervention. The prompt use of information and evidence is a key management pillar for the project. The objectives and processes to gather and make use of evidence will be set out in the Collaborating, Learning and Adapting (CLA) manual and the Performance Management Plan.
In addition to the delivery of the technical work described above, the VCS-IM will play a coordination role in the Chimoio office, having overall responsibility for office operations and reporting.
As The Value Chain Specialist You Will:
- Contribute to the development of the vision and strategy of each project's interventions
- Support the Value Chain Manager and the Chief of Party to lead the technical implementation of specific project activities
- Define and manage at least 3 interventions
- Lead on the development of intervention concept notes.
- Identify, design and oversee the implementation of partnerships with intervention's partners (private sector, government, NGOs).
- Lead on defining, drafting and agreeing Deal Notes with intervention partners, including due diligence.
- Systematically gather information and evidence on the project's impact under the guidance of the Monitoring and Evaluation Specialist.
- Contribute to the preparation of field inputs to the quarterly and annual reports as required by the program.
- Coordinate activities and workflows across the Chimoio office.
- Contribute to establishing a team culture grounded on collaboration, openness, and learning
You will have:
- Master's degree in an agriculture, economics or a business related field
- At least three years of experience as the technical manager for a donor-funded value chain, Making Markets Work for the Poor (M4P) and/or other market-led development project
- Fluency in Portuguese
- Fluency in English
