ABOUT WFP

The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. We save lives by getting food to the hungry fast. WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

ACCOUNTABILITIES

Under the supervision of Head of Programme, the incumbent will perform the following tasks:

1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.

2. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

3. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

4. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.

5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

6. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.

9. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

10. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS:

1. Keep Head of Programme and other senior managers informed about relevant food and nutrition policy trends in the country,

2. Provide advice on entry points, growth areas and opportunities in the political landscape as relevant for WFP

3. Provide policy inputs in support of the development of country strategic plans, project documents and donor proposals

4. Identify, develop and support strategic partnerships with relevant government and private sector counterparts for WFP

5. Provide stakeholder mapping and identification of key milestone events as relevant for WFP

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

1. Has deepened technical knowledge through exposure to technical teams.

2. Has taken leadership of implementing programmes.

3. Has provided input into policy discussions and decisions.

4. Has experience in the Ethiopian political and policy context.

5. Has a wide-ranging network across government ministries as well as regional and local bureaux.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education and Experience: University Degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field with 5 years of professional experience in related field OR a Master degree with at least 3 year of professional experience.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
