The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
ACCOUNTABILITIES
Under the supervision of Head of Programme, the incumbent will perform the following tasks:
Contribute to the development of a limited number of nutrition projects and activities, plans and processes, ensuring alignment with wider nutrition policies and guidance.
Provide project management support to specific and defined nutrition projects and activities of small to moderate size, ensuring a coordinated approach with wider programmes/projects that complies with WFP standards and procedures.
Follow data gathering and monitoring/assessment systems ensuring that rigorous quality standards are maintained.
Research and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on nutrition activities that enables informed decision making and consistency of information presented to stakeholders.
Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
Support the identification, development and management of potential partnerships to collaborative working to meeting nutrition needs.
Support the capacity building of WFP staff, partners and national government to prepare for and respond to nutrition needs for example through project management support of learning initiatives.
Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

OTHER SPECIFIC JOB REQUIREMENTS:
Develop business requirements for the implementation of SCOPE, biometrics and other systems in the ETCO.
Provide liaison between dedicated service teams and CO Units on implementation/ mainstreaming of SCOPE, biometrics or other systems and platforms
Provide technical advice to the Head of Programmes and Head of Units on the implementation of SCOPE, biometrics and other systems and platforms
Coordinate with different Units to ensure synchronized technical backstopping, preparation and implementation of the roll out plan for SCOPE, biometrics and other systems and platforms
Develop an implementation plan for the roll out of SCOPE, biometrics and other systems and platforms in the CO.
Analyse, in conjunction with other relevant units, the integration of SCOPE into Biometric and CBT operations
Establish a set of common standards for the collection of beneficiary information appropriate to the operations of the CO.
Develop standard operation procedures for the utilization of SCOPE for collecting beneficiary information, verification of beneficiary identification, food collection protocol, deduplication of biometric data, and management of entitlements and transfers.
Support sub-office and partners in the field for implementation and oversight of SCOPE, biometrics and other systems and platforms.
Supervise project officers, enumerators, and administrative staff, as required, for implementation of SCOPE, biometrics and other systems and platforms
Manage the reporting section of SCOPE to provide timely feedback to other units.
In coordination with the IT Unit, ensure that all the technical support is in place for the utilization of SCOPE in various offices.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has gained experience in implementing biometric systems.
Has implemented programmes and provided input into designing operations.
Has provided input into policy discussions and decisions.
Project management skills
Experience in CBT programming, humanitarian operations
Familiarity with planning and implementing humanitarian assistance
At least 3 years of experience in business process development and re-engineering or related field.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education and Experience: University Degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field with 3 years of professional experience in related field OR a Master degree with at least 1 year of professional experience.
Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
