Summary: Leads and manages projects to achieve their intended impact in strengthening quality SRHR service delivery (facility and community based) and globally increasing family planning use. Provides strategic leadership and managerial oversight of the administrative, programmatic, technical, and operational aspects of the projects. Oversees the day-to-day work, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management. Deploys staff and financial resources to achieve project targets. Positions the project as a leader in the field of SRHR and as a successful partner in the development and cost-effective implementation of funded programs. Develops and maintains relationships with funding organizations and SRHR programs operating globally.

Key Job Outcomes:

  1. Strategic Leadership: Provides strategic direction of matrix teams as needed and their activities. Develops and updates the project strategic plan to ensure alignment with programmatic directions and international priorities.
  2. Project Implementation: Ensures that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are carried out in a timely fashion, meet the highest quality standards and take into account the donor's requirements and procedures.
  3. Monitoring, Evaluation and Learning Plans: Leads and directs monitoring, evaluation and learning strategies, frameworks, plans and indicators to capture project performance and results.   5. Contracts: Contracts with and manages local individuals/organizations for identified tasks according to regulations and procedures. Negotiates consultancy agreements and develops capacity of local partners in mandated program areas.
  6. Security Standards and Guidelines: Ensures that appropriate security standards, guidelines and procedures are established, maintained, updated regularly and adhered to by the staff in all project offices in compliance with donor rules and regulations.
  7. Management and Supervision: Recruits, hires, develops and manages staff.
  8. Management Reports: Develops and presents timely financial, technical, and operations reports and updates on the project progress and difficulties.Documents project achievements for communications materials such as the annual reports, brochures, and website updates.
  9. Brand Ambassador: Cultivates and strengthens positive, productive relationships with donors, regulatory agencies, partners, and governmental agencies to ensure that Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets.
  10. Proposals: Leads in the planning stage to full submission, including the tasks of defining the project teams and roles, strategizing for technical proposals and approaches, defining partners, and developing budgets.

Minimal Requirements

  • Country Specific Public Health System: Deep knowledge of the countries’ public health systems. Deep knowledge of the political, social, economic, and cultural context of working globally. Background Information - Job Specific

The Ministry of Water, Irrigation and Electricity of Ethiopia is a federal organization established to undertake the management of water resources, water supply and sanitation, large and medium scale irrigation and electricity. As part of the ambitious targets of GTP-II and Ethiopia’s vision 2015, Ministry of Water, Irrigation and Electricity (MoWIE) is developing a program that compensate the gap of meeting the GTP-II so far, advance the immediately needed further development, including new and innovative new way of doing the business.

The objective of this project is to provide technical support to the minister and state ministers of MoWIE to improve the decision making power of the ministers hereby meeting the GTPII targets assigned to the ministry.

Specific objective

The overall objective for this task is to assist MoWIE’s to establish national standards for i) irrigation structures such as weirs, dams, canals ii) irrigation machineries iii) irrigation equipment including drip kits, sprinklers and pumps.

Functional Responsibilities

  • Irrigation systems design such as dams, diversion structures, field canals
  • Selection of irrigation technologies such as field-water management systems including drip, center pivot, sprinkler, etc.
  • Propose options for modernizing irrigation systems;
  • Investigate existing irrigation systems and water management systems in the project area and develop irrigation maps describing locations or routes of irrigation facilities such as water resources, irrigated areas, canals, pumping stations, and gates;
  • Establishment and/or strengthening of Irrigation Associations in order to enable them to assume their role in operation and maintenance (O & M);
  • Assess irrigation efficiency of subprojects and incorporate measures to improve efficiency in design;
  • Carryout irrigation scheduling for sub projects and prepare irrigation schedules; and
  • Design operational system for increasing efficiency and productivity of selected irrigation systems as subprojects
  • Advise in the development of policy, regulations, directives and guidelines for sustainable exploitation and rechargeable management of ground water

Education

  • Masters Degree in in Hydrologic Engineering, Water Resources Engineering, Irrigation, or related field.
  • A Bachelors degree in the same fields with additional two years relevant experience can be accepted in lieu of Masters degree.

Experience

  • At least 5 years of relevant experience for Masters’ Degree, or seven years of relevant experience for Bachelors Degree. Out of the relevant years of experience, three years of experience should be in Irrigation Structure and Technology.

Languages

  • Fluency in spoken and written English and Amharic is required.

The GAIN Mozambique country office is now seeking a dynamic Head of Programmes (HoP) to support the Country Director in fulfilling the vision and strategy of the food and nutrition portfolio, as well as contribute to securing future funding to ensure sustainability. The Head of Programmes (HoP) will be responsible for overseeing the design, development, and successful implementation of the GAIN Mozambique Programme Portfolio. S/he is responsible for ensuring that GAIN’s programmes and projects are of excellent technical quality, delivered on time and on budget and coordinated.

As part of the senior management team of the GAIN Mozambique office, the HoP assists in ensuring organizational efficiency and effectiveness through participation in decision making, advising on strategic programmatic areas, solving problems, communication and implementation of agreed decisions. Reporting to the Country Director, the HoP will work closely with the Head of Finance, Admin and HR, respective project managers and technical specialists; with the goal of contributing to high programmatic quality through evidence-based work while ensuring organizational compliance.

The ideal candidate will possess excellent management, leadership, planning and prioritization skills and adaptability and flexibility. S/he will possess strong conceptual, analytical, documentation and presentation skills and ability to work in a multicultural environment in a participatory manner to achieve established goals.

The ideal candidate will have a minimum of 10 years of experience in programme management position and strong experience working with the private sector or collaboration with private sector partners. S/he will have practical experience in donor reporting, designing, setting up and coordinating, monitoring, evaluation and impact assessment systems and processes. The ideal candidate will also have demonstrated in‐depth understanding of program issues and policy work at organizational, national in Mozambique and international levels, and demonstrated success in building and managing multi-disciplinary teams.

Overview

The Senior Technical Advisor, (STA) provides management support and technical assistance for the design and implementation of interventions related to Global Health Security Agenda (GHSA) portfolio of MTaPS countries, specifically focusing on technical areas of infection prevention and control (IPC), water, sanitation, and hygiene (WASH), and antimicrobial stewardship (AMS). The STA provides support primarily to the portfolio manager and technical lead of GHSA/IPC/AMR portfolio, but also to the other senior technical staff assigned to specific activities to ensure that the work is of the highest quality. As required, the STA also works with other MTaPS portfolios and technical staff on opportunities, new and existing tools, and headquarters-based and country implementation programs related to strengthening pharmaceutical management systems.

Specific Responsibilities

Technical Support (30%)

  • Work closely with the GHSA/IPC/WASH/AMR technical lead and portfolio manager to help develop, review, implement, and monitor technical approaches and strategies for strengthening response to GHSA challenges specifically focusing on IPC, WASH, and AMS, and on improving pharmaceutical management systems to support these technical areas as related the MTaPS deliverables, reporting, knowledge management and learning.
  • Provide technical assistance to support the design and implementation of core and country interventions to contain antimicrobial resistance by in improving IPC, WASH, and AMS practices as outlined in GHSA and USAID AMR strategy.
  • As needed provide support to other MTaPS pharmaceutical systems strengthening and health elements portfolios in the development and implementation of strategies and work plans, technical activities and monitoring and reporting.
  • Facilitate the planning, organization, and conduct of training courses and data collection/analysis covering AMR and pharmaceutical management technical areas for external audiences and MTaPS staff as required.
  • Supervise technical staff as assigned.

Coordination (20%)

  • Coordinate with other project activities ensuring harmonization and collaboration with other aspects of the program in country.

Capacity Building (20%)

  • Participate in human resource capacity assessments in the pharmaceutical sector and collaborate internally and externally to develop country-specific capacity building material, strategies and roll out plans.
  • Assist Department of Health (DoH) and National Programs to design and review, policies, standards, guidelines, procedures and other relevant materials,
  • Participate in the planning and delivery of Pharmaceutical system strengthening programs aimed at building the capacity of department of health, national programs, drug regulatory authority, other pharmaceutical cadres and training institutions.
  • Collaborate with stakeholders for the development, deployment and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.

Monitoring and Evaluation (20%)

  • In coordination with the M&E team, support project for the establishment of mechanisms for collecting relevant data to their established indicators. Also participate in program review activities and provide adequate recommendations.
  • Support Technical Advisors and other project staff in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences.

Performance Management (10%)

  • Supervise assigned Technical Advisors ensuring the adequacy of their performance and their continuous professional development.

Qualifications and Experience

Education:

Required:

  • Graduate degree in a health-related field with specialized training and/or experience related to GHSA elements such as IPC, WASH and AMS; physician, nurse, pharmacist or other public health qualification preferred.

Preferred:

  • Physician, nurse, pharmacist or public health qualification preferred.

Experience:

Required:

  • 5 years of relevant experience in pharmaceutical management and/or other public health areas. Experience in infection prevention and control activities is required, preferably including that at health facility level. Experience in other areas of AMR containment such as WASH and antimicrobial stewardship highly desirable.

Preferred:

  • Experience with public health programs in developing country context supported by bilateral agencies such as USAID, CDC and international agencies such as the Global Fund, UNITAID, WHO and World Bank preferred.

Knowledge and Skills:

  • Excellent writing and presentation skills in English are essential.
  • Proficiency in French is required; languages of other USAID-supported countries is an asset.
  • Strong computer skills; Excel, MS Word, MS Project, PowerPoint.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.

Purpose

Key function,accountabilities and related duties/tasks:

Under the supervision of the Donor Relations Specialist (P3), the consultant will be responsible for editing, fact-checking and some writing for the above-mentioned types of documents and reports and apply following strategies:

  • Support the review, editing, and finalization of over 60 reports due within this period. This includes working with the Reports Specialist in establishing reporting deadlines with different sections, monitoring compliance of implementation within UNICEF programmatic and technical obligations to the donor, and ensuring quality and timely submission to the donor.
  • Lead the development of emergency proposals in collaboration with the Emergency Coordinator, Donor Relations Specialist, and relevant section focal points.
  • With the Reports Specialist, develop and initiate capacity building initiatives in reporting and proposal development.
  • Support knowledge management/archiving activities for reporting
  • Support contribution management initiatives, including project revision requests, extensions, etc., when necessary
  • Key deliverables:

  • Timely submission of 100% reports in line with ECO quality standards and submitted on time to the donor during this period (consultant to be responsible for an estimated 20 emergency reports and an estimated 10-15 development reports-final figures TBD).

    Context:

    3. Supervise the procurement and logistic work in the Sub-Office, including contracts with suppliers of goods and services. Work closely with the IOM procurement and finance teams in Addis Ababa to ensure proper utilization of IOM resources.

    CONSULTANCY TO PROVIDE TECHNICAL ASSISTANCE FOR INVESTING IN WOMEN COMPETITION MANAGEMENT IN ETHIOPIA

    1.0 The AECF

    The Africa Enterprise Challenge Fund (AECF) is a development finance institution leading holistic transformation of rural communities in Africa. We seek to alleviate poverty in the continent by unlocking the power of the private sector working in agri-business, renewable energy and gender to impact rural and marginalized communities in order to achieve Sustainable Development Goals. With the vision to build “A Prosperous and Enterprising Rural Africa”, AECF provides high-risk, small and growing businesses with patient, low-cost financing and advisory support services to pilot, refine and scale their operations and ideas. The fund has mobilized US$ 356 million to date along with US$ 658 million in matching capital from the private sector, supporting 268 companies across 26 sub - Saharan African countries, in more than 40 value chains in agribusiness and renewable energy. AECF is headquartered in Nairobi, Kenya. In the next three years, we are targeting to achieve a cumulative US$ 1 billion in additional beneficiary income; US$ 1 billion in matching funds attracted; 25 million lives positively impacted annually, 50% being women; and 20,000 jobs directly created by funded investees, 70% being youth.

    2.0 Investing in Women Funding Window.

    The AECF formally announced its commitment to advance women’s economic empowerment through the launch of a new funding window, the Investing in Women Fund, at the 2017 Africa Green Revolution Forum (AGRF) in Abidjan, Cote d’Ivoire. The AECF board sponsored and led a side event, under the theme “Improving the Prosperity of Women in Agribusiness”. The event was organized to increase the appetite for funding of innovative businesses in the agricultural sector, that offer a disproportionately high-impact on women’s empowerment, preferably, through the Challenge Fund Mechanism.

    The overarching goal of the Investing in Women Fund is to contribute to the promotion of gender equality, food security and inclusive growth by reducing rural poverty in sub-Saharan Africa through the economic empowerment of women in agribusiness. The AECF will launch the Investing in Women Fund in August 2018 as its flagship fund on gender which seeks to make targeted investments in specific agribusiness value chains in Ethiopia, Cote d’Ivoire, Burkina Faso and Sierra Leone which have a high impact on women. The fund will target investments in agribusiness companies, namely:

     Businesses owned or led by women, preferably with substantive leadership in management;

     Businesses that increase women’s access to and participation throughout the value chain;

     Businesses that create employment opportunities for women;

     Businesses that offer products or services that have a positive impact on women and girls;

    AECF seeks a consultant to manage the competition selection process for Ethiopia in conjunction with AECF staff.

    3.0 Purpose and deliverables of the Assignment.
    Manage the concept note competition selection process for applicants from Ethiopia.

    Competition Management

    The consultant will be responsible for developing a work plan for providing technical support for the review of the applications from Ethiopia at the concept note stage. The consultant will work with the IIW program team to facilitate the review of applications from the aforementioned countries. The details of the assignment are outlined below:

    Concept Note Application Stage

     Receive virtual training on the use of the competition management system and AECF’s competition process.

     Provide technical assistance to applicants for the development of concept notes as needed

     Organise information sessions for technical assistance support to potential applicants in liaison with AECF program team

     Mark business concept note applications submitted by applicants from Ethiopia on the competition application platform against a scoring guideline provided by AECF.

     Provide a short list of successful applicants who will proceed to the Business Plan Stage of the competition.

     Provide feedback to applicants (both successful and unsuccessful) via the AECF competition software platform.

    Additional Technical Support

     Provide additional technical support to AECF as required on an ad-hoc basis, e.g. liaison with government officials, donors, etc.

    4.0 Outputs and Reporting Requirements.

    5.0 Duration of Service.
    The competition management assignment will run for 8 weeks.
    The Consultant will be accountable to AECF Portfolio Manager Women in Business. The day-to-day assignment and contact will be managed through a Focal Person – i.e. the Senior Programme Officer- Investing in Women to whom the Consultant will report directly.

    6.0 Pricing. The proposed price for this exercise must be fixed, must be VAT inclusive and should be quoted in US dollars. Price should only include the consultant’s fee and not include cost relating to the events or facilities for the event. A detailed schedule of the cost including an explanation of the services included as well as excluded should be provided.

    The AECF is obliged by the Kenyan tax authorities to withhold taxes on services fees as well as any applicable VAT. Tenderers are advised to ensure that they have a clear understanding of their tax position with regard to the provisions of Kenyan tax legislation when formulating their proposals.     Overall Purpose of the Role

    The Bule Hora-based Area Manager is responsible for the overall implementation and strategic direction of the organization's current and future projects in the West Guji zone of the Oromia region of Ethiopia, and is the direct supervisor of both program and support staff in the Bule Hora field office. The Area Manager advises DRC’s program and support staff to ensure all programming in West Guji zone is in line with DRC Ethiopia’s country strategy and is in full compliance with the organization’s policies and best practices. Furthermore, the Area Manager is responsible for leading project cycle management, proposal development and program strategy - ensuring the successful implementation of all activities, and relevance and responsiveness of the activities to priority humanitarian needs in West Guji zone. In this capacity, the Area Manager is also responsible for representing DRC publicly at the site level, including in coordination fora with other agencies, and for providing the direct link in communications between DRC's Bule Hora field office and the organization's Addis Ababa country office.     Management and Coordinator:

    Overall purpose of the role

    In September 2017, a regional Protection Cluster was launched in the Somali region of Ethiopia with the aim of coordinating and enhancing humanitarian protection efforts within the region. The Protection Cluster Co-Facilitator will work directly with the Somali Region Disaster Preparedness and Prevention Bureau, the Bureau of Women and Children Affairs and UNHCR – the latter of which is the lead agency responsible for the overall implementation of the protection cluster in accordance with IASC guidelines on cluster leadership and accountability. The position will lead in ensuring effective management of the regional-level Protection Cluster, in enhancing the capacity of Somali regional and local authorities as well as international humanitarian partners to identify, mitigate and response to protection risks within the region, in reinforcing the accountability of humanitarian response towards beneficiaries, and in supporting, and guide the EHF-funded Mobile Protection Teams within the region.

    Responsibilities

    Promote and Support Accountability to Affected Populations

    · Support timely and coordinated action by cluster participants to meet the protection needs of IDPs and affected populations in the region.

    · Support the establishment and maintenance of effective coordination mechanisms and tools, including making sure information and data management are established and maintained with cluster participants, government counterparts and donors.

Under the overall supervision of the Emergency and Post-Crisis (EPC) Programme Coordinator, and direct supervision of the Emergency and Post-Crisis (EPC) Shelter/Non-Food Item Project Manager in close coordination with the IOM Gambella Head of Sub-Office, the successful candidate will support IOM Shelter team in piloting and constructing transitional shelter made of earth in Gambella region. In addition to this he will support in training delivery on the same topic and the capitalization of the intervention.

    Responsibilities and Accountabilities

    OBJECTIVE:

    With the overall goal of providing a transitional shelter to 50 refugees families in Gambella area, IOM aims to conduct a pilot project using mud bricks constructions through:

    1. Surveying and testing all the different available kinds of earth in the surrounding area;

    2. Providing 50 safe, comfortable and hygienic independent living units;

    3. Through specific trainings, enable 210 local people (refugees and Host community) to build using adobe technique;

    4. Provide training on earth architecture focusing on building back safer using locally available materials and ownership.

    5. Testing a new model of sustainable and locally produced shelter.

    ACTIVITIES:

    1. Preliminary investigation: an expert in earth building construction techniques will test and evaluate different kinds of soil available in the area: near to river loops, in the deep ground, from termite nests and others. Local people, especially potters, will be involved.

    2. Experimental production of 2000 blocks. Half will be produced with a mechanical press, half in wooden molds. At the end the cost-benefit ratio will be evaluated for both and the best will be chosen.

    3. [only if needed] Experimentation on stabilized earth. These will be necessary if the quality of all the analyzed soils will be unsatisfactory by itself. In this case the following stabilization mixtures will be tested: cement, lime, glue and bitumen.

    4. Proper decommissioning of excavation pits including filling with appropriate material.

    5. Design of the shelters: on the base of the mechanical and physical characteristics of the produced blocks, the shelter will be designed and dimension-ed following the shelter strategy for refugees (UNHCR/ARRA).

    6. Production site organization: facilitate and give instruction for workshop preparation - a water tank is installed, and the provision of water is planned; a flat area is prepared; storage places are arranged; shadows to cover the workers are provided.

    7. TOT in blocks production: 10 local people (refugees and/or host community) will be trained in blocks production. The best performing 5 of them will be the supervisors.

    8. Training in blocks production: 100 people (refugees and/or host community) will be trained in blocks production.

    a. Blocks production and storage: the blocks for all the buildings are produced and stored under plastic sheets. The workers are paid by number of acceptable blocks produced, dried and stored.

    a. Foundations building: 10 shelters will have a stone foundation, the other 40 will be in stabilized or normal blocks.

    b. Walls building, including setting out, plumbness, spanning of openings (doors and windows), framework.

    c. Roofing: grass roofs will cover a wooden structure in all the buildings. Already trained professionals will do it.

    1. Ensure cross-cutting issues are integrated in the Shelter and WASH programming such as GBV, Accountability to Affected Populations (AAP), Environment and other cross cutting issues related mainstreaming during the course of the field activities.

    2. Perform such other duties as may be assigned.

    REPORTING ANDDELIVERABLE

    1. During the time of the consultancy the expert is accountable and reports to IOM in Addis Ababa. In particular the consultant is expected to deliver the below reports:

    a. Overall activity report with the step of implementation of the constructions, preliminary analysis and tests of the type of soil, justification of the selected typology of blocks, design, training of carpenters and completion of works. In the same report the consultant should highlight lesson learned. Deliverable time frame after 2 weeks from the end of the consultancy

    b. SoPs for the selected shelter implementation. Deliverable time frame after 2 weeks from the end of the consultancy

    c. Training manual on Building back safer focusing on local building culture Deliverable time frame after 2 weeks from the end of the consultancy

    d. Progress report (by email) every week

    EXPECTED TIME FRAME FOR THE ASSIGNMENT: Three Months

    Experience

    • Required Qualifications and ExperienceUniversity degree in Architecture with ten years of relevant professional experienceExperience
    • At least 10 years of experience in earth construction
    • Experience in working in Ethiopia
    • Knowledge of other best practices in sustainable building construction
    • Experience in knowledge transfer related to the subject of the project
    • Excellent communication skills Excellent command of English both orally and in writing.

    Background

    Objective

    The researcher will conduct desk-based data collection and primary data collection, and analysis to produce countries conflict insight reports, countries conflict timeline documents and periodic reports on crosscutting peace and security issues in Africa.

    Responsibilities

    • Research on conflict dynamics, causes, actors, interventions and their impact.
    • Data gathering and analysis to produce the conflict insight reports, conflict timeline documents, and periodic reports.
    • Develop scenarios on the trends of conflicts in the target countries.
    • Engage in any other activities related to the African Peace and Security Programme (APSP) as assigned by their respective supervisors.

    Qualifications

    • MA in social sciences, preferably in peace and security studies, political science, global studies, development studies or any other related field of study.
    • Excellent knowledge of the African development landscape in the field of peace and security
    • Excellent writing and research skills.
    • Very good knowledge of ICT tools for data collection.
    • Excellent written and verbal communication skills in English and French
    • Minimum one-year work experience in similar research activities.
    • High academic performance is an added advantage.
