RESPONSIBILITIES

Lead the process of new programme development and design including preparation of concept notes and proposals.

• Take the lead role in conceptualizing, designing and development of new programmes in line with How Concern Understands Extreme Poverty

• Lead programme teams and various stakeholders in programme and proposal development processes.

• Develop effective linkages with Government, donors, strategic networks and partners to ensure Concern’s programmes are highly relevant to the wider development.

• Ensure organisational approaches such as equality, risk and vulnerability and accountability are addressed in programme design and implementation approaches.

Ensure a comprehensive funding strategy in place and meet organisational funding targets to effectively support delivery of development programmes. Including, but not limited to:

• Researching and analysing donor funding priorities as well as keeping informed on available funding opportunities in the various sectors and geographical areas of Concern’s programming in Ethiopia.

• Formulation of short, medium and long term funding strategy for programmes in consultation with the Senior Management Team and headquarters.

• Ensuring submission of high quality proposals to meet the funding requirements of development programmes

Provide strategic guidance and management of teams for effective implementation of development programmes

• Ensure that all programme implementation is guided by result based management principles and have effective planning and implementation review processes in place.

• Line manage programme managers and area coordinators ensuring performance objectives are aligned to programme delivery and are achieved.

• Lead on resource planning for development programmes including assisting in HR planning, recruitment and staff development.

• Coordinate the programme activities across programmes, sectors and approaches; coaching staff and ensuring complementary approaches.

• Manage budgets and resources in line with organisational procedures; this includes, preparation of programme budgets collaboratively with programme and finance staff and tracking programme expenditure through monthly management and quarterly financial review.

Monitoring, Evaluation and Learning

• Ensure programme M&E system is in line with organisational guidelines and programme design.

• Liaise with PQU to ensure M&E of Concern Ethiopia development programs is in line with Concern M&E policy.

• Undertake regular monitoring visits to programme areas and provide feedback to programme staff and management.

• Identify areas of learning and good practice, sharing with internal and external stakeholders.

Donor and Grant Management

• Track programme implementation progress, programme context and provide regular updates to Country Director and SMT.

• Coordinate with programme managers, finance and support departments to ensure timely grant utilisation and compliance with donor requirements.

• Develop an annual reporting calendar for development programmes and lead in ensuring that good quality reports are submitted in line with donor requirements.

As a member of the Senior Management Team, provide effective leadership to the organisation. Including, but not limited to:

• Active participation in Senior Management meetings, contributing significantly to decisions on policy and strategic direction.

• Ensuring that the policies and strategies of Concern Worldwide are incorporated in our work as well as proposing, updating and implementing changes to existing policies and strategies within Ethiopia programme.

• Active contribution in following up Country Strategic Plan elaboration and implementation

Education & Qualifications Required:

Essential:

ü Relevant Master’s degree qualification (agriculture, social science, health, economics, rural development etc.)

ü Excellent management/leadership experience

  • Demonstrated experience and skill in leading large teams of specialists in multiple disciplines; in collaborating with and providing regular written and oral results reports to senior government officials; in managing financial resources; and in interpreting and applying complex rules, regulations, and procedures
  • Proven negotiation ability and flexibility to navigate through acceptable solutions while working with host government officials and other partners in a politically sensitive environment
  • Experience in leading the implementation and monitoring of complex donor-funded projects with similar budgets and scopes
  • Excellent communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract

Context:

Under the direct supervision of the Emergency & Post-Crisis (EPC) Programme Coordinator, and the overall supervision of the Head of Programs, the incumbent will be responsible for integrating protection considerations in on-going response operations as well as contributing to the development of protection focused activities in line with IOM protection portfolio in crisis response, in IOM SLO in Ethiopia.

Core Functions / Responsibilities:

  1. Regularly participate in inter-agency protection fora (e.g. protection cluster or sector, child-protection sub-cluster, gender -based violence sub-cluster, Protection from Sexual Exploitation and Abuse- PSEA- networks and relevant task forces, etc.) and monitor the protection needs of migrants, internally displaced persons and affected communities and their systematic identification, reporting and resolution particularly through specific and/or joint activities.

  2. Efficiently integrate protection related indicators/questions/variables into assessments conducted by IOM (DTM and others) and coordinate their analysis and treatment within IOM and other key protection actors.

  3. Plan and implement protection strategies in coordination with other colleagues and concerned protection actors. These could include, depending on the context, prevention and response to gender-based violence and/or other survivors of violence; prevention and response to child abuse, neglect, exploitation and violence (special attention to UASC and all children affected by forced migration); counter-human trafficking in crisis activities; humanitarian evacuations of trapped and endangered populations; protection considerations for humanitarian admission programmes and any other protection related area part of the IOM protection portfolio in crisis response.

  4. Coordinate the implementation of existing protection activities and contribute to the development of new ones with an eye to mobilize both financial and human resources to fill existing gaps; communicate and co-ordinate with appropriate IOM units and field offices, including with IOM regular programmes on-going in the Mission, the respective Regional Office and Headquarters (HQs) relevant counterparts.

  5. When needed and feasible, coordinate response to individual cases of IOM’s concern and refer or treat them as appropriate (e.g. screening, interview, counseling, referral or assistance depending on programme’s scope and implementing capacities).

  6. Build capacities or enhance existing ones among colleagues on both IOM protection commitments as well as international protection standards and tools (IOM’s Principles for Humanitarian Action, IASC Protection Policy, Sphere Standards, Child Protection Minimum Standards, ICRC Professional Protection Standards, GBV Standard Operating Procedures; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.)

  7.   10. Actively participate in inter-agency forums on PSEA and engage in prevention and response activities including joint complaint mechanisms.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political or Social Sciences, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of migration, internally displaced persons’ assistance and protection with at least 1-year experience in a crisis context as a protection officer or equivalent (specific

focus on prevention and response to gender-based violence, protection and assistance to unaccompanied and separated children, assistance and protection of most at risk groups in crisis contexts);

• Knowledge of IOM’s sectors of assistance in crisis response and key inter-agency coordination mechanisms and standards;

• Experience in liaising with governmental, diplomatic authorities, UN integrated missions, humanitarian and human rights actors as well as UN and civil society partners.

• Knowledge of the region is an advantage.

Languages

Fluency in English is required. Working knowledge of French is an advantage.

FHI 360 is seeking applications for a Deputy Chief of Party (DCOP)/Technical Director for an anticipated USAID project in Mozambique focused on improving reproductive, maternal, newborn, and child health (RMNCH) outcomes by increasing use and access to high quality services. The DCOP/Technical Director will be responsible for technical leadership of the program to ensure quality, timeliness, and efficiency of all products and activities generated. S/he will manage the design and implementation of key components of the program description and ensure adherence to global standards of excellence in health service delivery programming. The position will be based in Nampula and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Responsibilities:

The Technical Director will have the following responsibilities:

  • Cooperate closely with the Chief of Party (COP) on all technical matters.
  • Provide strategic leadership and oversight for community and facility-based MNCH services.
  • Lead design and implementation of community-based and clinical program activities to increase access to quality health services for reproductive, maternal, newborn and child health.
  • Ensure program activities are evidence-based, adapted to local context and reflect state-of-the-art knowledge and best practices for RMNCH service provision.
  • Provide strategic leadership for training and mentorship for clinical services.
  • Lead the response to the specified deliverables, goals of grant agreements, ensuring achievements in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Mozambican context.
  • Oversee a team of technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
  • Oversee technical outputs of all partner organizations through regular field visits, and facilitate work planning and regular technical meetings for all consortium partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Contribute to the preparation of annual work plans and progress reports in a timely fashion for submission to USAID.
  • Represent the project in technical meetings, conferences, and coordination platforms.
  • Serve as a program representative in the absence/temporary leave of the Chief of Party.

Qualifications:

  • Master's Degree or higher in public health, health communication, social sciences, or a closely related field is required; a medical doctor or nurse-midwife with public health training is strongly preferred.
  • At least 10 years’ experience in clinical care and public health, including RMNCH programs.
  • Experience providing direct leadership of professional and support staff, and oversight and evaluation of staff performance and deliverables.
  • Experience in providing mentorship at the clinical, regional and national level.
  • Knowledge of high impact interventions in maternal, newborn and child health.
  • Experience working in Mozambique preferred.
  • Experience with a USG cooperative agreement preferred.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  • Fluency in English and Portuguese required.
  • Strong interpersonal, writing and oral presentation skills in English.

The Opportunity

The African Children’s Charter Project is a consortium implemented by five organisations. Plan Sweden is the lead organisation while the project is coordinated at the Plan International AU Liaison and PAN Africa Office based in Addis Ababa, Ethiopia. The Project’s overarching goal is for children/s lives in Africa to be improved by the fulfilment of their rights. To achieve this goal, the project aims at prompting the implementation of the African Charter on the Rights and Welfare of the Child (ACRWC) through; a strengthened African Committee of Experts on the Rights and Welfare of the Child (ACEWC); and increased engagement of African civil society organisations with the Committee.

The Project Manager will lead and oversee all aspects of this high-profile project, including directing strategic planning and decision making, providing technical guidance, managing the activities of sub-recipients, and supervising staff.     Evidence based programme design, strategic planning and Implementation

  • Undertake communication analysis (such as knowledge, attitudes, behaviours and practices of participants, channels and platforms to reach the intended audience) to inform the design of new child protection programmes including concept-notes, proposals, planning guidance as well as to assess and validate the assumptions of programme to change as needed and improve the quality and effectiveness of on-going programmes
  • Initiate and lead the development of programme specific C4D strategy and operational plan in collaboration with the respective programme specialists and officers

    Ethiopia: Ethiopia Programme Coordinator

    COOPI is working in the country since 1995, with the aim to reduce levels of malnutrition among the most vulnerable groups through direct food security interventions, to improve the income of small farmers and artisans through the integration and diversification of livelihoods and increase production capacity so that communities become self-sustainable.

    Ethiopia, despite its efforts in this area, suffers from limited access to electricity, resulting in a high dependence on biomass for families to heat and cook.     Program Coordinator Ethiopia

    The Programme Coordinator (PC) is the focal point of COOPI’s program in Ethiopia. In consultation with the Head of Mission, he/she formulates the strategy for the Ethiopian mission and ensures it implementation in accordance with COOPI policies, donor expectation, local and international legislation. He/she coordinates and evaluates all aspects of the COOPI projects, and facilitates the flow of information from the field to the capital.

    Responsabilities:

    The Programme Coordinator also plays a strategic role for COOPI’s external relationships, liaising with donors and stakeholders in collaboration with the HoM. Specifically, he/she:

    • Coordinates and supervises the program country strategy implementation
    • Contributing to the design and update of the country strategy by providing inputs to the Head of Mission

    Scope

    The Partnerships Officer is responsible for helping to identify and assess new partners, facilitating and tracking sub-projects and agreements, and highly involved on sub-grant monitoring and evaluation.     Essential functions

    Partnerships/Sub-Grant Processes:

    Background

    In Africa, the cycle of violent conflicts and disruptive crises persists, with various parts of the continent continuing to experience insecurity, instability, disruption of political harmony, erosion of social cohesion and public despondency. This scenario is upheld by a range of factors, including poverty, economic hardships, violation or manipulation of constitutions, encroachment of human rights, exclusion, inequalities, marginalization, mismanagement of the continent’s rich ethnic diversity, external interference, as well as relapses in some post-conflict settings.

    Undoubtedly, these challenges can be overcome, with a strategic approach that identifies appropriate remedies, institutes sustainable implementation processes, and overall, integrates peace and security into the pursuit for socio-economic development and transformation across Africa.

    Towards ending violence and maintaining peace on the continent, the Organization of African Unity/African Union (OAU/AU) 50th Anniversary Solemn Declaration adopted the objective of Silencing the Guns in Africa by 2020. Among other aspects, the AU Heads of State and Governments expressed: "...determination to achieve the goal of a conflict-free Africa, to make peace a reality for all our people and to rid the continent of wars, civil conflicts, human rights violations, humanitarian disasters and violent conflicts, and to prevent genocide. We pledge not to bequeath the burden of conflicts to the next generation of Africans and undertake to end all wars in Africa by 2020."

    The Silencing the Guns in Africa program is part of the flagship projects and programs of the African Union’s (AU) Agenda 2063, the continent’s blueprint for long-term socio-economic and integrative transformation. In 2017, the AU Assembly adopted the Master Roadmap of Practical Steps for Silencing the Guns in Africa by the Year 2020, developed by the AU Peace and Security Council (PSC). Premised on the principle that Africa should assume total responsibility for its destiny, the Master Roadmap has realistic, practical, time-bound implementable steps.

    Objective

    The assignment will support the inception phase of the Silencing the Gun in Africa program, a period that is broadly aimed towards establishing the narrative (vision, objectives and modus operandi) of the initiative. Specifically, the consultancy will focus on aspects related to the establishment of the structure for communication and awareness aspects of the program.

    Scope of Consultancy

    Under the guidance and supervision of the Operations Manager, Silencing the Gun program, the consultant will contribute to:

    Interim communication

    • Pending the establishment of a core communication team, the incumbent will commence brand positioning of the Silencing the Guns in Africa program and inaugurate efforts to yield interest, stimulate conversations, and generate support for the initiative.

    • To achieve these objectives, the consultant will develop and implement a short-term communication plan to facilitate visibility for activities, including specific undertakings of the High Representative and related endeavors across the AU Commission, in alignment to the Master Roadmap of Practical Steps for Silencing the Guns in Africa.

    • The communication plan will also present a basis for the development of the long-term communication and awareness strategy of the Silencing the Gun in Africa program.

    Recruitment of a service provider

    Towards the contracting of a service provider to develop and implement the long-term communication and awareness strategy of the Silencing the Guns in Africa program, the incumbent will:

    • Develop the terms of reference
    • Support the procurement process as necessary.

    Expanding Partnerships

    To broaden the support base for the Silencing the Gun in Africa program, this assignment will include the development of a cooperation framework to engage private sector partners.

    Structure for Communication Products

    The incumbent will develop the structure and produce communication tools like newsletters, opinion editorial articles, press releases, social media messages and blogs.

    Key deliverables, duration and timelines

    This assignment is for a duration of 3 months, to be undertaken in four phases as follows:

    Phase 1: weeks 1 – 2

    Consultative meetings with representatives of the Silence the Guns in Africa program, AU Directorate of Information and Communication, and lead departments, to conduct a strength, weaknesses, opportunities and threats (SWOT) analysis of communication vis-a-vis relevant project and program activities.

    Phase 2: weeks 3 – 5

    Produce:

    • An implementable and evaluable communication plan that clearly indicates stakeholders, messages, tools, products and channels, timelines and budgets, and monitoring and evaluation indicators.
    • Terms of reference for the service provider to be contracted.

    Phase 3: Weeks 6 – 11

    Commence implementation of the communication plan, including the following, though not exhaustive items:

    • In collaboration with the AU Directorate of Information and Communication, develop a branding strategy, as well as templates for communication products.
    • Develop generic communication products for use by the Silencing the Gun team, including a narrative and power presentations.
    • Produce and disseminate communication products, newsletters, opinion editorials and blogs.
    • Coordinate the creation of a range of branded materials for the Silencing the Guns in Africa program.
    • Contribute to the procurement process of the previously mentioned service provider.
    • Conduct progress review and make adjustments as necessary.

    Academic Qualifications and Professional Experience Required

    The assignment will require a high level of competence in communication, as well as exposure to public regional and international institutions. Thus, the consultant should have:

    • Graduate level degree in communication, social sciences or development studies (proficiency in African studies will be an added advantage).
    • Seven or more years of experience working in a communication leadership role, preferably for a reputable regional or international organization.
    • Exposure to the African Union or related pan-African institutions, especially in relation to communication.
    • Strong writing and editing skills, with demonstrable experience in producing high quality and diverse editorial products.
    • Experience in procuring communication related services.

    Language Requirement

    Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.

    Terms of payment

    How can you make a difference?

    Under the general supervision of the Nutrition Specialist and the Chief of Health and Nutrition, the Nutrition Officer (Information) will provide technical support to the nutrition information system in Mozambique by continued consolidation of methodologies, practices and tools related to the emergency nutrition information implemented duringthe last three years emergency response and align other important sources of nutrition information to the requirements of the IPC Acute Malnutrition analysis.

    The position is created for a period of 364 days to provide technical assistance to SETSAN specialized information unit on food security and nutrition (SISAN), to support routine and surveillance system and to consolidate a M&E system for monitoring emergency response for UNICEF.

    1. Monitor the application of the validated guidelines for nutritional assessments aligned with survey methodology and IPC Nutrition standards.

    2. Identify learning needs and build the capacity of stakeholders in conducting nutrition assessments and IPC AMN analysis

    3.Working with SPEAR, support the elaboration and rolling out, through INE, of national standardand best practices for the measurements and analysis of anthropometric and nutrition specific information collected through surveys

    4. Work with the M&E and research Health & nutrition Specialist to ensure definition and introduction of key nutrition indicators linked with emergency nutrition program into SIS-MA, including at district level

    5. Set up monitoring system for DFID funded programme and any other humanitarian grant, and ensure regular updates on performance indicators to the Nutrition Specialists

  • An advanced university degree (Master’s or higher) in Nutrition, Public Health, National Epidemiology, Global/International Health and Nutrition, Health Sciences, Nutritional Epidemiology, or another health-related science field.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of one year of relevant professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.
  • Experience in quantitative data analysis, particularly with large household budget surveys using STATA/SPSS software.
  • Experience in health/nutrition programme/project development in a UN system agency or organization is considered an asset.
  • Fluency in English and Portuguese is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

    How can you make a difference?

    You will provide technical support, operational guidance, implementation and quality assurance of all projects/ programmes under the UNICEF ECO child protection output on violence against children, which includes social service workforce strengthening

    Key Accountabilities & Duties

  • Management, supervision, technical and advisory support
  • Provide support to the Chief in development of annual work plans and review meetings. This includes development of strategies and determining priorities/targets and performance measurements.
  • Coordinate and document work plan progress monitoring and support to ensure results are achieved according to schedule and performance standards. Regular reporting to the Chief, including critical issues for timely action.
  • Supervise staff and provide technical assistance/advice on all aspects of Child Protection programming and implementation, including on multisectoral programming to prevent and respond to VAC and social service workforce strengthening (including delivery and monitoring of a core package of multisectoral services) and implementation to enable supervisees and colleagues to achieve programme/performance objectives.
  • Provide technical advice to key government officials, NGO, UN system and other country office partners on policies, strategies, best practices and approaches to prevent and respond to VAC and to strengthen the social service workforce development and other related issues to support programme development planning, implementation and delivery of results.
  • Coordinate/ensure the availability of technical experts (with Regional Office/HQ) to ensure timely support throughout all stages of programming/project processes.
  • Participate in strategic discussions to influence policy and agenda setting for combating poverty and all forms of violence and discrimination against women/children by advising on and advocating strategies and approaches to promote/catalyze social changes for a protective environment for child survival, development and well being in society.
  • Prepare policy papers, briefs and other strategic programme materials for management use, information and consideration.
  • Participate in country discussions on child protection emergency preparedness, programming and contingency planning to ensure proactive and appropriate response are in place to meet onset of emergencies nationally or other designated locations.
  • 2. Programme development and planning

  • Plan and/or provide technical assistance and operational support to the preparation/design and conduct/update of situation analysis to ensure that current comprehensive and evidence based data on child protection issues are available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on child protection and rights and to set programme priorities, strategies, design and implementation plans.
  • Keep abreast of national/regional/international development priorities on child protection and rights, particularly with regard to VAC and social service workforce strengthening to enhance programme management and delivery.
  • Participate in strategic programme discussions on the planning of child protection programmes/projects, including related to VAC and social welfare that are aligned with the 2018-2021 Strategic Plan, Country Programme, programme guidance and other evidence-based documentation to ensure alignment with the latest evidence.
  • Formulate, design and prepare programme proposals and take other actions to leverage funds for the areas of responsibility, reflecting priorities for the multisectoral areas of violence and social welfare to advance the VAC programme, including a focus on the social service workforce. Ensure such proposals are aligned with UNICEF's Strategic Plan and Country Programme and programme guidance and coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
  • Establish specific goals, objectives and strategies and implementation plans for programmes/projects on results-based planning terminology and methodology (RBM). Prepare required documentation for programme review and approval.
  • Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
  • Provide authoritative technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • Prepare regular programme updates and reports for management, donors and resource partners.
  • 3. Programme management, monitoring and quality control of results

  • Plan, monitor and control the use of programme resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
  • Plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other relevant UNICEF/UN system and Sustainable Development Goal indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the programme.
  • Provide technical support to data collection and analysis to inform if/where to adjust programme and policy investments
  • Participate in major monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Monitor programmes to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Submit/prepare high-quality programme/project reports to donors and other partners to keep them informed on programme progress and critical issues.
  • 4. Advocacy, networking and partnership building

  • Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organization, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on VAC programming, including social service workforce.
  • Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results and support fund raising for UNICEF and Country Office child protection programmes and emergency interventions.
  • Participate and/or represent UNICEF in inter-agency (UNCT) discussions and planning on child protection and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting. Collaborate with inter-agency partners/colleagues UNDAF planning and preparation of programmes/projects including emergency preparedness.
  • 5.Innovation, knowledge management and capacity building

  • Promote critical thinking and innovative approaches and good practices for sustainable child protection programmes through advocacy and technical advisory services.
  • Keep abreast, research, benchmark, introduce and implement best and cutting edge practices on child protection, particularly VAC and social welfare programming, cross-sectoral systems based programming, management and information systems. Institutionalize and disseminate best practices and knowledge learned.
  • Contribute to the development of policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects.
  • Organize/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on child protection and related programmes/projects.

  • An advanced university degree (Master’s or higher) in public health or social sciences such as international development, sociology, social work or other social science field is required. Specialized training in preventing and responding to VAC and social service workforce strengthening is an asset. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of eight (8) years of relevant responsible professional experience at national and international levels related to multi-sectorial violence prevention and response programming and social welfare services, some of which were served in a developing country is required.
  • Relevant experience in child protection and related areas, programme/project development and management in a UN system agency or organization is an asset. Experience in both development and humanitarian contexts is an added advantage.
  • Demonstrated strong communication, presentation and writing skills, including report writing, oral presentations and development of technical documents is essential.
