RTI International is seeking Clinical Senior Technical Advisor (STA) for an anticipated $25 million, USAID-funded malaria project in Mozambique. The purpose of this project is to provide technical assistance to strengthen the Mozambican Ministry of Health to prevent and control malaria, specifically in Cabo Delgado, Nampula, Tete, and Zambezia provinces. The Clinical STA oversees programmatic and technical aspects related to case management and malaria and pregnancy activities. The Clinical STA will coordinate with PMI, the Ministry of Health and other stakeholders to ensure the delivery of systematic and consistent technical assistance to the Ministry of Health, at all levels, and to other PMI implementing partners. The Clinical STA will also coordinate efforts with other stakeholders to ensure that resources are efficiently used and to minimize duplication of efforts. The position will be based in Maputo, Mozambique, and report to the project’s Chief of Party.
Responsibilities
- Works with Ministry of Health departments to facilitate integration of malaria activities in to broader primary health care system.
- Maintains updated technical knowledge on malaria and related public health topics to provide strategic input to project and wider Ministry of Health activities.
- Supports COP in developing annual work plans, budgets and performance reports.
- Serves as acting COP, in his/her absence.
- Supervises senior and mid-level project staff, as well as consultants.
Minimum Requirements:
· A clinical degree in medicine or nursery, or in a related field and minimum of 5 years of senior-level experience in project management in malaria or other public health program.
· Demonstrated experience in malaria case management and/or malaria in pregnancy.
· At least 3 years of experience working with National Malaria Control Programs, or with Maternal and Child Health Programs, in developing and transitioning countries, both at central and provincial levels.
- Demonstrated strong managerial, communications and interpersonal skills.
· Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders, including host government ministries at various administrative levels.
- Must have good oral and written communication and presentation skills in English (tested at least FSI R3/S3); fluency in Portuguese preferred.
- Strong proficiency with Microsoft Office Suite applications.
- Willingness and ability to travel frequently within Mozambique.
