RTI International is seeking Monitoring and Evaluation Advisor (M&E Advisor) for an anticipated $25 million, USAID-funded malaria project in Mozambique. The purpose of this project is to provide technical assistance to strengthen the Mozambican Ministry of Health to prevent and control malaria, specifically in Cabo Delgado, Nampula, Tete, and Zambezia provinces. The M&E Advisor will be responsible for the development and management of the monitoring, evaluation, research, learning and adoption efforts in the project. The position will be based in Maputo, Mozambique.
Responsibilities
- Lead the project’s M&E systems, including developing and managing the project’s relevant performance indicators, baselines, and annual targets, as well as ensures compliance to USAID and PMI requirements.
- Develop project’s research agenda and oversee research activities.
- Supervise the collection, analysis and reporting on performance indicators by other team members and project counterparts, preparing data tabulations, reports, and presentations to support project activities.
- Prepare monthly, quarterly and annual progress reports on the status of project implementation; contribute to other project reports such as annual work plans.
- Regularly review and update the project’s M&E plan.
Minimum Requirements:
- Master’s Degree in public health, demography, sociology, epidemiology, biostatistics,
or a related field.
· 6 years’ experience in monitoring, evaluation and research related to large-scale
health development programs.
- Excellent knowledge of data collection protocols for quality data collection and
- Verification.
- Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation; Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling methods, and establishment of M&E systems in developing country contexts.
- Demonstrated experience leading and building the capacity of M&E officers in a decentralized setting.
Strong knowledge of USAID M&E reporting procedures.
Must have strong oral and written communication and presentation skills in English (tested FSI R4/S4) and Portuguese.
Strong proficiency with Microsoft Office Suite applications.
Willingness and ability to travel frequently within Mozambique.
