JOB Summary
The Head of WASH is responsible for leading SC Ethiopia’s WASH Strategic Programme through the whole program cycle. This includes developing multi-year and annual plans, designing and building programmes and securing the grants, producing quality program reports, developing strong external relations, and producing and utilising high quality and well-articulated project evidence and research for learning, for advocacy and for the continued development of the WASH portfolio. He/she is also responsible for ensuring adequate support to program implementation by availing all required technical support and to program teams in the field; including periodic supervision, organizing review meetings and cross learning, as well as capacity building based on identified needs.
KEY AREAS OF ACCOUNTABILITY:
In line with SCI’s dual mandate, these key areas of accountability apply to SCI Ethiopia’s work in emergencies (acute and chronic) and in development settings.
Strategic Programme Development
· Provide overall leadership for the strategic development and quality implementation of the WASH programme. This includes leading the development of strategic plans and the portfolio of projects, research and initiatives required for the achievement of strategic objectives and outcomes. This requires ambitious and innovative thinking and the ability to negotiate multiple internal and external positions and viewpoints to ensure a common vision and achievement of concrete actions.
· In close coordination with Programme Implementation colleagues and with the NGO Partnership Manager, identify potential WASH partner organizations and make sure that selection of new partners is in accordance to SCI's partnership guidelines.
· Lead the annual operational planning and regular internal programme planning and review meetings for the WASH theme, as well as related inputs to quarterly and annual reports.
· Document and communicate programme achievements against agreed strategic objectives and milestones for a wide range of internal and external audiences. Ensure the key strategic documents related to the WASH theme are understood and internalised by those who are either contributing to the evidence base or responsible for representation of organisational objectives at district, regional or national level.
· Actively communicate and coordinate with the Directors, other sector heads and relevant technical advisors and project managers to ensure an integrated approach across themes.
· Serve as the thematic focal point for regular liaison and communication with relevant staff at the Regional and Members Office. Ensure proposed work in country is understood, in line with, and contributes to the fulfilment of global objectives and advocacy efforts. Identify technical support requirements, inclusive of field visits, as and when necessary.
· Ensure that key crosscutting issues including gender, child participation, child protection and others are systematically considered during program development; along with appropriate indicators to track progress against their implementation.
· Serve as the senior thematic lead for all relevant external representation requirements.
Strategic Fundraising
· Oversee strategic fundraising to support implementation of the WASH Strategic Plan and related Advocacy Plan. This includes funding for projects, research and advocacy to support policy change objectives.
· Analyse donor priorities and positions on issues related to WASH. Contribute to up-to-date donor summaries and account/donor intelligence processes. Contribute to the development and regular updating of an SCI Ethiopia fundraising plan.
· Develop and maintain contacts with relevant staff of current and potential donors, partners and key technical agencies, in coordination with the Director of Thematic Sectors.
· In collaboration with Business/fundraising colleagues, identify institutional and other funding opportunities; and build relations and understanding of Account Management processes and support from each SC Member.
· Build on technical knowledge, research and current/previous programming to lead development of proposals for new programme initiatives or projects in close coordination with the relevant technical and project staff. This includes all aspects of proposal development, such as concept notes, expanded proposals, grant amendments, etc.
· Ensure quality of donor reports through periodic review of such reports and make recommendations on how these reports could be improved.
· Support donor meetings and visits. This can include, but is not limited to, briefings, relevant programme materials, field travel, etc.
Policy Analysis, Policy Engagement and Advocacy for Policy Change
· Oversee the development and implementation of Save the Children’s WASH Advocacy work, the purpose of which is to positively influence duty-bearers to change the lives of children. Direct advocacy efforts (objectives, messages, targets, approaches), and manage the achievement of each specific objective. Determine and oversee key advocacy opportunities, methods and events to support advocacy objectives, taking advantage of key opportunities in Ethiopia.
· Develop policy briefs and position papers related to the WASH programme, ensuring the inclusion of technical input from the relevant technical and project managers. Lead in networking and articulating SC’s position, policy and strategy in national forums and meetings. Engage in key debates related to issues covered in advocacy plans, in coordination with technical managers and other relevant staff.
· Ensure that the voices of children guide advocacy and policy change objectives and related activities.
Programme Quality and Effectiveness
· Ensure all projects and research is technically managed to a high standard. This involves working closely with the technical leads and field based program managers in the area; also ensuring support and supervision is made available through senior technical advisors throughout the project cycle.
· Support the program managers to capture and document program lessons to help inform new program development as well as strategic level engagements at national and sub-national levels. Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives.
· Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the WASH work is contributing to all objectives across these priority quality areas. Contribute to the development of an M&E framework for the overall WASH programme that monitors the impact of projects and progress towards strategic operational and advocacy objectives.
· Provide the necessary support and guidance to ensure that key crosscutting issues including gender, child participation, child protection and others are systematically mainstreamed during program implementation, as well as properly monitored and reported.
· In close collaboration with the Award Management Team and the Program Operation Directors (PODs), support timely project start-up /kick off meetings, ensuring that everyone involved in the project understands the project details, expected results, donor and member requirements, and compliance issues.
Staff and Budget Management
· Manage the WASH team.
· Develop and manage budgets for staff of the WASH team, advocacy, consultancies and research, as required.
· Conduct regular performance management. This includes work plans and performance reviews and support of staff learning and development.
· Technically oversee the program managers under the Hubs; contribute to their performance management as required.
MINIMUM QUALIFICATIONS AND EXPERIENCE
QUALIFICATION
· Post graduate level education or extensive experience in water, sanitation or hygiene, or related sectoral area. Experience with programming in pastoral areas
EXPERIENCE
· A minimum of 10 years management experience in a development environment, including significant field experience with both emergency and development programs of major donors and development partners in WASH.
· Experience in managing a portfolio of multiple projects, including research.
· Experience in designing and writing proposals for funding and in developing donor relationships.
· Strong policy analysis and policy engagement experience. Proven representation, influencing and advocacy skills and experience.
· Experience in humanitarian assistance and disaster risk reduction.
· Experience working with government partners, with partner agencies, including local partners, and in consortia.
KNOWLEDGE, SKILLS AND ABILITIES**
· Knowledge and understanding of the Ethiopian development context, key sector strategies and priorities relevant to WASH, policy challenges and opportunities as well as key dialogue issues at present.
· Strong analytical and writing skills with demonstrated ability to write briefing papers (ability to present complex information in a succinct and compelling manner) and targeted advocacy messages.
· An understanding of child rights programming and commitment to Save the Children values.
· Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
· Strong results orientation, with the ability to challenge existing mind-sets.
· Proven ability to manage a complex and demanding workload.
· Proven ability to manage a team, with good communication and interpersonal skills and an ability to motivate staff. Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
· Excellent spoken and written English.
· Excellent in Microsoft application skills (particularly Excel, Word and database).
