Description:
Challenge TB is the fourth global TB control program funded by the U.S. Agency for International Development (USAID) and implemented by the coalition led by KNCV Tuberculosis Foundation (KNCV) and includes FHI 360, American Thoracic Society, International UNION Against Tuberculosis and Lung Disease (The UNION), Japan Anti-Tuberculosis Association, Management Science for Health, World Health Organization, Interactive Research and Development and Program for Appropriate Technology in Health.
The overarching strategic objectives of Challenge TB are to improve access to quality patient-centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms. In Mozambique, FHI 360 is the technical lead for Challenge TB, responsible for overseeing the successful implementation of the project, and coordinating with the National Tuberculosis Control Program (NTP), partners, at national and international level. At country level, the project aims to help reduce the burden and impact of TB through preventive methods, treatment and care. Through cost-effective interventions tailored and targeted to country priorities and systems strengthening, Challenge TB will achieve rapid scale-up of TB prevention and care services.
The Monitoring and Evaluation Advisor will provide in-country technical leadership and support for monitoring and evaluation, research activities and knowledge management. S/he will lead the Challenge TB team and its partners in developing and implementing high-quality systems for the collection, reporting and analysis of indicators that can inform project performance. S/he will analyze data in order to track expected outputs and monitor progress towards annual work plans and will monitor achievements toward project outcomes. S/he will use project data both for required reporting and to support staff to use those data to improve project performance.
Job Summary / Responsibilities:
Provide technical assistance in support of surveillance, monitoring and evaluation (M&E) activities in the assigned unit; and in the development and dissemination of tools, materials, reports, papers, and intervention linked research. Provide technical guidance by designing and developing M&E systems and procedures for funded programs. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. Work closely with the program team to ensure compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements. Work on data analysis and use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. Work on assessments and other routine program monitoring and evaluation activities across the organization. Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements. Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems. Provide technical guidance on design, development and implementation of the project M&E strategy, build capacity in country to develop, manage and operationalize M&E systems and plans that are aligned to program strategy, and permit quality reporting on a global level. Undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting. Participate in national and donor M&E TWG or other forum when the opportunity arises.
Primary responsibilities
- Coordinate the continued development and implementation of the project monitoring and evaluation framework to effectively meet the objectives and targets of the Challenge TB project in Mozambique
- Recommend and implement M & E Best Practices, Common Standards, Systems and Tools.
- Establish and manage data verification and validation system
- Provide clear guidance to staff and partners. Orient staff to train all partners, troubleshoot and adapt as necessary
- Establish and verify adherence to accepted standards, including the timely preparation and quality submission of all quarterly progress reports, annual project report, and ad - hoc technical reports for USAID funding in line with the required formats
- Collect data for Challenge TB's annual M&E plan and use those data to improve project performance and inform staff/partners on progress
- Analyze input, output and outcome data that can be used to monitor changes in effort and context over time
- Coordinate the implementation of program evaluations/assessments, particularly special studies and operations research
- Oversee the development of a project analytic framework, and build staff as well as partner capacity in data analysis and use
- Audit M & E tools to ensure compliance with donor requirements and internal program needs
- In collaboration with the project team, ensure that lessons learned and success stories are well documented and that experience gained is used to improve project implementation
- Supervise and mentor the CTB M&E Officer
Qualifications:
- Master’s degree in a public health field, social science, economics, or relevant plus five years experience or BS/BA in public health or related field and 7 years experience. Significant study in fields relevant to TB and HIV prevention and care, international development and/or program monitoring and evaluation an advantage;
- Strong background or formal training in evaluating international development programs such as but not limited to TB and HIV/AIDS;
- At least 4 years of experience developing and implementing program monitoring and evaluation plans, for large scale programs related to TB and HIV prevention and care in developing countries;
- Demonstrated statistical analysis skills and use of relevant software, including geographic information systems for program analysis.
- Proven experience establishing, and managing data quality assurance systems;
- Experienced manager of research projects including staff supervision, preparation of protocols and management of stakeholder relationships. Demonstrated ability to identify potential risks based on review of data reports, and develop a risk mitigation plan.
- Proven experience building the capacity of host country government, project staff, and CBOs in data collection and use of data for decision-making.
- Fluency in English and Portuguese
- Experience with USAID/ PEPFAR reporting requirements.
