CANADEM is seeking qualified individuals with previous relevant experience available for an immediate deployment to Mozambique as a seconded expert with World Food Programme for a 8-months contract. Please be advised that a working knowledge of Portuguese and English is required for this post.
Mozambique is one of the most vulnerable countries to natural disasters in the region. Currently, the country is facing a severe drought due to the effects of an unprecedented El Nino, which affects the whole southern African region and whose consequences will continue until at least next harvest in March 2017. Since El Nino affects all of southern Africa, there is a regional dimension in the drought response, requiring close coordination with WFP's Regional Bureau in Johannesburg and other regional partners for assessments, response planning and implementation, resource mobilization and reporting.
The objective of the country-level Food Security Cluster is to ensure a timely, coherent and effective food security response to the El Nino emergency in Mozambique by mobilizing stakeholders to respond in a strategic manner. The role of the Food Security Cluster Coordinator is to lead and facilitate this process through:
- Inclusion of key humanitarian partners;
- Establishment and maintenance of appropriate humanitarian coordination mechanisms;
- Coordination with national/local authorities, state institutions, local civil society and other relevant actors;
- Ensuring appropriate participatory and community-based approaches;
- Ensuring appropriate attention to priority cross-cutting and cross-sectoral issues (e.g. gender, age, HIV and AIDS, human rights, environment and early recovery);
- Undertaking needs assessment and analysis;
- Coordinating sector-wide emergency preparedness;
- Undertaking planning and strategy development;
- Ensuring the application of appropriate standards;
- Ensuring monitoring and reporting;
- Undertaking advocacy and resource mobilization;
- Ensuring coordination with other clusters, particularly the Nutrition Cluster; Undertaking training and capacity building.
The Food Security Cluster Coordinator will work impartially with all members of the Food Security Cluster and serves and represents the group as a whole, not an agency.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Education:
Advanced University degree in Political Science, Food Security, Agriculture, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
At least eight years of postgraduate professional experience in relief emergency response and multi-agency humanitarian coordination including in the food security sector, with a background and interest in international humanitarian development.
Knowledge:
Ability to work and plan at strategic as well as operational levels;
Understanding of the international humanitarian response architecture, including coordination mechanisms, humanitarian reform and action, and funding mechanisms (e.g. Consolidated Appeals Process, Central Emergency Response Fund and Flash Appeals); Facilitation and communication: experience of high level coordination and chairing of meetings; ability to work with a diverse group of stakeholders and develop consensus and joint working;
Coping with pressure: ability to work productively in a pressurized environment and to maintain visibly high levels of morale in difficult circumstances.
Competencies:
WFP's core competencies for professionals include action management, communication skills, teamwork and high standards of ethics and values.
Language:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese; working knowledge of Portuguese (spoken, written) is required.
