Proposal Summary:

The Mozambique Monitoring and Evaluation Mechanism and Service (MMEMS) project will work with Mission staff and its affiliated implementing partners to improve the mission’s performance planning monitoring and reporting systems, thereby making USAID/Mozambique a more effective and adaptive development organization. MMEMS will focus its effort on systems which will enable the Mission to fulfill its performance monitoring, evaluation, reporting and dissemination requirements, and improve the overall planning, design and management of its development activities. It will do this by facilitating improved activity management and learning capacity, improved monitoring and performance data and high quality and efficient evaluation services.

Position Summary:

The Chief of Party (COP) is responsible for leading and managing the overall complex operations of the MMEMS project. The COP works closely with USAID/Mozambique’s Program Office, Mission technical offices, staff and management from other USAID implementing partner-operated activities, and representatives of the Government of Mozambique and other international donor stakeholders to ensure that USAID’s assistance to Mozambique is informed by solid empirical evidence and analysis that can be used by the Mission.

Responsibilities:

  • Provide overall project vision, technical leadership and management.
  • Achieve timely program results efficiently and in compliance USAID and US Government policies and procedures.
  • Serve as the main point of contact for the contract with the USAID Mission, implementing partners, other donors, and the Government of Mozambique.
  • Lead the work planning, progress, oversight, operations, and implementation by working through motivated mentored staff.
  • Provide expertise on the project’s learning, knowledge and adaptive management driven, and analytical activities.
  • Mentor local staff to engage capacity and actively contribute expertise to the Contract overall and provide strategic and operational direction.
  • Oversee project management systems for finance and administration, logistics, human resources and strategic operation.
  • Ensure the completion of time reports, evaluation, analyses, assessments, and deliverables that meet USAID quality control/assurance standards.
  • Ensure compliance with the terms and conditions of the Contract.

Qualifications:

  • Master’s degree in the field of international relations, economics, political science, public policy, management, and/or other relevant field.
  • Minimum ten(10) years of experience in international development, including experience and technical knowledge in designing, managing and evaluating multi-million dollar development projects.
  • Minimum five (5) years of experience must be as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials.
  • Minimum six (6) years of experience working on donor-funded mechanisms.
  • Experience managing and supervising long-term field staff, administrative aspects of a field office(s), and short-term U.S., third country, and local experts.
  • Familiarity with USG policy related to evaluation and performance management.
  • At least 5 years of work experience in sub-Saharan Africa.
  • Demonstrated ability to manage personnel, funds, and resources for multi-year, multi-task projects.
  • Experience working on a similar M&E mechanism, especially in Africa desired.
  • Work experience in Mozambique desired.
  • Fluent English; working knowledge of Portuguese or Spanish is required.
