Mozambique: Information Management Officer-P3/P4

CANADEM is seeking interested individuals fluent in Portuguese or Spanish and English, with previous relevant experience available for an immediate deployment to Mozambique as a seconded expert with OCHA for a 6-months contract.

Mozambique is facing a severe drought in the southern and central region due to El Niflo conditions which prevailed during the entire 2015/2016 raining season. Seven provinces are affected and 73 districts with alarming levels of food insecurity which is expected to deteriorate by early 2017, unless the affected populations' have significant access to food and income. Current estimates indicate that 1.5 million people are in food insecurity situation and need humanitarian response.

The Government and the humanitarian country team (HCT) with the resources guarantied so far (June 2016) will be able to assist with food at least 600,000 people in the next three months (July - September). The complexity of this emergency in terms of magnitude, people in need, type of assistance, geographical scope and huge funding gap is demanding excessive work from HCT and Government.

Main tasks and duties to be executed:

Under the overall guidance of the UNRC and HCT co-chairs, the IMO will:

  • Present, develop, and implement the strategic plan for humanitarian information management within the HCT;

  • Research, develop, and implement new services that can improve efficiency of the HCT and Central Emergency Operating Canter-CP, NOE through the use of information systems;

  • Support data collection/assessment, data analysis, and provide graphs, maps and figures on drought situation;

  • Collaborate with SETSAN and CENOE on the analysis and dissemination of nutrition and.food security vulnerability data;

  • Provide support in the identification of indicators, assist in the data collection and analysis, and provide graphs, map and figures to monitor the progress of the implementation of strategic response plan;

  • Provide visual of funding status at biweekly basis, issues and trends related to the drought emergency;

  • Conduct trainings and workshops to agencies and government (CENOE, INGC) on information management tools, processes (assessments, analysis, and mapping) and platforms such as Humanitarian Response to support emergency preparedness and response;

  • Any other tasks as directed by the Resident Coordinator.

Specific Required Skills (languages, experience, etc)

The SBPP capacity person should:

  • be fluent in Portuguese or Spanish and English (reading, listening, writing and speaking)

  • have an advanced university degree (Master's degree or equivalent) in information management, information systems or related field. A first-level university degree in combination with qualifying experience may be accepted hi lieu of the advanced university degree;

  • A minimum of seven years of progressively responsible experience in visualization and design with an emphasis on info-graphics, mapping technologies.

  • A minimum of seven years of experience on statistical data analysis and management related to disasters, food security, nutrition, water or related field.

  • Demonstrated knowledge and skills of GIS.
