Introduction:
Project HOPE is recruiting for our proposal to USAID/Mozambique’s recently issued RFP titled “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ). We are a non-profit organization with an international team of over 500 engaged employees in 30 countries. RFP Background:
The main goal of the USAID/Mozambique’s “Service Delivery and Support for Orphans and Vulnerable Children” (SDS-OVC-MZ) activity is to improve the health, nutritional status and well-being of the Orphans and Vulnerable Children (OVC) living in PEPFAR defined priority districts for epidemic control. The overall objective is to strengthen the capacity of families and communities to care for and protect the children within their care. This contributes to reducing the risk and impact of HIV/AIDS and other health conditions on one of the most vulnerable populations in Mozambique. The activity will take a family-centered approach and offer a set of interventions that will: strengthen families and communities to help OVC, and build resilience; and create a fostering environment for a healthy physical, social and emotional development, ensuring that children are healthy, educated, and prepared to contribute to Mozambique’s development.
Position Description:
Project HOPE is seeking a long term, full-time Capacity Development Advisor (CDA) to provide technical support on this anticipated 5-year initiative. This position will be based out of Maputo Mozambique for the duration of the contract period.
Responsibilities:
The CDA will lead the project’s internal capacity building and quality improvement efforts. The CDA will oversee the technical and organizational capacity development of the prime organization and the sub-partners. The CDA’s responsibility is to tailor capacity building plans that may include human resources management, financial management, reporting, resource mobilization, sub-grant management, governance, reporting, monitoring and evaluation.
Required Qualifications:
- A Bachelor’s degree in social sciences, business administration, or a related field;
- A minimum of 5 years of experience in capacity building, which includes at least 3 years of experience in capacity development aspects;
- Experience in assessing technical capacity of organizations, developing customized capacity building plans, and providing individualized training, mentoring and on-site support in various technical areas of need; and
- Fluency in English and at least one Romance Language—Portuguese, Spanish, French, etc.
Preferred Qualifications:
- Solid experience in the management of people and systems in high-pressure environments;
- Experience in working with the U.S. Government in the developing country context; and
- Demonstrated experience working with local governments, multi-donor agencies and or developmental partners.
