As a key member of the Extended Senior Management Team the Provincial Programme Director (PPD) will be directly responsible for strategic development and effective and professional management of the Gaza Program in line with Save the Children Mozambique organisational and country specific strategies, policies and procedures. The incumbente will ensure the achievement of program objectives at standard quality and other contractual obligations. This will include a wide scope of responsibilities from influencing national and driving provincial strategy, collaboration in project design, development and implementation; project activity monitoring and evaluation; monitoring of budgets and expenditures management of support services and overseeing proper maintenance of agency vehicles, equipment and tools; donor liaison and reporting. The PPD will maintain improved coordination with partner organizations and will assist in expanding the Save the Children program presence in the provinces.
QUALIFICATIONS AND EXPERIENCE
- Master´s Degree in fields related to Save the Children's work (Project Management, International development Studies or relevant field required, Child Rights and Governance, Education, Health and Nutrition)
- Experience in program design, implementation, monitoring and evaluation
- At least five years' overseas experience, preferably in Sub-Saharan Africa in similar or related senior management position in an NGO environment.
- Experience of programme development, management and participatory planning methodologies.
- Understanding and proven application of rights base or participatory approach, partnership and gender to development programs.
- Strong leadership skills and ability to manage change effectively.
- A sensitive approach to advising and mentoring staff and to dealing with critical issues.
- Good communication and interpersonal skills, demonstrated ability to lead and work effectively with teams.
- Excellent English and Portuguese language skills including report writing skills
- First-hand familiarity with USAID regulations
- Credibility to lobby, influence and represent Save the Children at all levels
- Resource management, training, capacity building, coaching, and mentoring skills
- Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches
