The ILO is searching for an international consultant to conduct rapid market assessments (RMA) of relevant sectors for returnees and migrants in 5 regions: Addis Ababa, Tigray, Amhara, SNNPR and Oromia, and in particular specific zones within those regions showing a high incidence of irregular migration, both origin and transit.
The RMA should specifically aim at
a) identifying the sectors and value chains that are most able to absorb returnees in the country so as to better target skills development interventions towards labour market demand; and
b) developing initial hypotheses as to the bottlenecks and constraints in these sectors and value chains that hinder returnees and other potential migrants from accessing economic opportunities in these sectors and value chains (to be further vetted in VCAs later).
The RMA should collect sufficient information to enable the project team to
a) make an informed decision about the potential and relevance of certain sectors, sub-sectors and value chains, and to judge whether interventions to develop these sectors would be feasible;
b) better target skills development interventions for the target group toward existing labour market demand and economic opportunities for self-employment;
c) make initial hypotheses about what are the underlying constraints in the market and identify possible sectoral interventions that help returnees and other potential migrants to exploit economic opportunities in sectors and value chains with potential.
Results and findings of the RMA will also be used to inform activity planning of a potential future ILO project that will focus on stemming irregular migration in Ethiopia.
Time frame:
The consultancy is expected to take 30-40 working days between May and June, 2016.
Qualifications:
Education: Advanced university degree in economics, international development, human rights, or other relevant field
Languages: Excellent command of English, knowledge of Amharic a plus. Proven ability to draft high-quality reports in English.

Technical competencies:
Demonstrated ability to use qualitative and quantitative analytical tools, identify and develop sources for data collection, design research techniques and analyse complex information, engage stakeholders via in-depth interviews and focus group discussions, and draft high quality reports.
Behavioral competencies:
Good interpersonal skills and ability to liaise and cooperate with other team members; ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behavior and attitudes.
