Summary Scope of Work

The Deputy Chief of Party (DCOP) will provide critical technical and managerial direction to support and engage the core components of this five-year cooperative agreement funded by USAID, valued at $72M. Bringing specialist skills in OVC programming, the DCOP will be instrumental in providing overall technical leadership to the project and transforming the quality and delivery of essential services using the existing community-level structures. S/he will develop technical strategies and will oversee and guide the implementation of program activities for OVC across all target geographic areas and will provide expert technical guidance to SC field staff and local partners, related to the mitigation of the impact of HIV/AIDS on children, family and communities. The DCOP will also be responsible for technical quality assurance, so that the project is in line with PEPFAR and Government of Mozambique guidelines, regulations and best practices as well as those established by Save the Children, advances the state-of-the-art initiatives and achieves the program objectives and expected results. The DCOP will work with sub-partners to decide on targets, oversee development and the execution of community action plans, and monitor the implementation of work plans. S/he will work with the SCI country office to assure full compliance of the program with USAID and SCI policies, procedures and systems.

The DCOP manage senior program staff and/or consultants, and will also have to serve as the Chief of Party during absences of the incumbent and represent the project in key technical working and advisory groups.

Specific Responsibilities

• Facilitate continued achievement of high levels of program quality through technical service provision to SCI field staff and local partners
• Supervise technical specialist staff and work closely with other Save the Children technical advisors and program managers and coordinators to facilitate operational capacity building initiatives and facilitate technical capacity building
• Contribute to the identification, documentation, exchange and dissemination of lessons learned and best practices with other programs implemented by USAID/PEPFAR, Save the Children in Mozambique and globally, and with other national and international stakeholders
• Guide assessment of technical support needs of implementing partners and facilitate provision of relevant and timely support
• Support coordination with local governments and other key partners
• Provide training to SCI and partner staff on state-of the-art OVC interventions, including psychosocial support in close collaboration with technical specialists and advisors.
• Contribute to all required program planning, budgeting and reporting exercises
• Review partner budgets in relation to activity plans and discuss with COP.
• Work with the M&E Specialist to analyze and interpret data from surveys and implementing partners’ reports to guide strategic direction and further implementation
• Compile narrative reports for COP review and timely submission.
• Assume overall responsibilities of the COP, during absences of the incumbent
• Represent the program and Save the Children at donor and partner events
• Perform other duties as may be requested by the COP from time to time
• Promote child rights, contributing to their wellbeing and protection during emergency, guided by code of conduct of humanitarian principles.

Qualifications and Experience

• Bachelor’s degree in social science, public health, international development or community development is preferred
• Minimum of five years professional experience implementing complex OVC or community-based HIV/AIDS care and support programs, ideally PEPFAR-funded, with at least 5 years expertise in technical leadership and managerial positions
• Demonstrated specialist knowledge and experience of working with OVC issues and child welfare systems, systems strengthening, partner capacity building, and delivery for care and support services at both the government and community levels is critical for success
• Demonstrated ability to ensure gender integration in project design, implementation and M&E
• Experience working with CSOs in advocacy training and institutional capacity building
• Familiarity with USAID regulations and policies highly desirable
• Familiarity with the political, social, and cultural context of Mozambique and the region is essential
