Objective of the Programme
The Land Investment for Transformation (LIFT) Programme aims to improve the incomes of up to 1.36 million smallholder farmers’ in the four states of Oromia, Amhara, Tigray and the Southern Nations, Nationalities and Peoples Region (SNNPR).
The above objective will be accomplished by increasing land tenure security through second level land certification (SLLC) and developing a complementary improved rural land administration system. At the national level the project will work with the Government of Ethiopia to ensure the transparency of land allocation, commercial land investment procedures and that other policies and procedures are consistent with international good practice and human rights commitments
In addition to increasing tenure security the LIFT programme will incorporate a Making Markets Work for the Poor (M4P) component which shall complement the land certification and administration activities to enable farmers to more fully utilise land investment opportunities.

In order to ensure sustainability of LIFT and leave a lasting impact, a Rural Land Administration System is currently being designed in the 140 Woredas where SLLC will be undertaken to ensure that any changes in tenure and land transactions are accurately recorded, thus reducing the percentage of households involved in land-related disputes.
The role of the RLAS Expert will be to contribute to this component of the LIFT programme and undertake the following responsibilities:
Support to develop the procedures and manuals for RLAS at regional level.
Assess existing regional systems, procedures and manuals
Report on systems and procedures in place in each region and recommendations for change
Design of RLAS system, procedures and manuals and draft revised systems and procedures for each region
Produce final regional systems, procedures and manuals.
Advise in the development of NRLAIS and its piloting and ensure compatibility between RLAS and NRLAIS functionalities
Advise on the development of the NLRAIS and its piloting
Develop capacity at the regional and Woreda level to implement and manage the RLAS
Assist in conducting training needs assessment for personnel that will operate and manage the RLAS
Supervise and support the preparation of training programmes and material development for training of trainers at regional and Woreda level
Review with Regional/Woreda staff organisational structures to maximise efficiency and economy of RLAS operations
Advise on other capacity building required through other development programmes
Monitor and improve RLAS implementation and its consistency with NLRAIS
Advise on other capacity building required through other programmes, based on experience acquired in the target Woredas
Assist in deriving needs for long-term employment/replacement and development of personnel
Monitor and advise on other capacity building executed through other development programmes.
Advise Federal and Regional governments on the completeness/homogeneity of the legal land framework, based upon best practices and experience in Woredas .
Monitor and advise on the legal land framework
Develop revenue strategies for each region based on experience in the target Woredas
Assist in reviewing RLAS/NRLAIS cost factors and potential revenue sources.
Develop scenarios for economic sustainability of the RLAS/NRLAIS
Monitor results and improve income revenue model.
