Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world. DRC full fills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation and post-conflict recovery.
DRCs’ activity in Africa started began with the launch of a programme in Somaliland. The establishment of DRC’s presence in the Horn of Africa focused on the Somalia displacement axis and would become one of DRC’s largest regional international operation. DRC’s horn of Africa and Yemen region covers, Ethiopia, Djibouti, Yemen, Somalia (Somaliland, Puntland) and Kenya.
Context and background of project
In 2013, Danish refugee council received funding from European Union to implement the project: Strengthening protection for refugees, asylum seekers and migrants in the Horn of Africa and Yemen.
The overall project objective is; to strengthen the protection of refugees, asylum seekers and migrants in the Horn of Africa (HoA) and Yemen. The specific objectives are:
- To prevent rights violations against refugees, asylum seekers and migrants in mixed migration flows in the HoA and Yemen;
- To prevent onward migration of refugees, asylum seekers and migrants and facilitate reintegration of returnees;
- To enhance understanding of displacement dynamics in the HoA and Yemen.
Scope of the evaluation
The end of project evaluation before field work, the consultant will go through all the project documents including the training materials including manuals, plans and reports. The consultant will also study the review report and research previously undertaken including other relevant project documentation, especially work plans and progress reports. The evaluation should cover all the areas where the project has been implemented; Ethiopia, Djibouti, Yemen, Somalia (Somaliland and Puntland) and Kenya.
Objectives of the evaluation
The overall objective of the end line evaluation is to draw credible and useful information on the performance and challenges of the project, lessons learnt and recommendations that would be useful for the organization and the project team.
Intended use of the evaluation findings and recommendations
- DRC HOA and YEMEN country offices, HoAY regional office and HQ will review and use the findings from the end of the project evaluation. The findings and recommendation from the evaluation will be used as an evidence on which to build new projects and programmes that address the ever-changing protection challenges.
- The lessons learned will enable DRC to be accountable to all stakeholders, beneficiaries, contributors and donors, and be open and transparent about our achievements.
Methodology
The methodology to be used in this assessment would be selected freely, however this must be clearly defined in the consultant’s proposal.
Deliverables
- Prepare inception report/response to the ToR
- Establish a detailed work plan to the attention of project management team
- Present the End Term Evaluation design (rationale, methodology) and inception report to all participants in the review process
- Carry out data collection, analysis and interpretation
- The consultant is responsible for writing the Evaluation final report
- Present the Evaluation findings during the validation and dissemination meetings.
- A lessons learned note should be produced using a standard format
DRC’s responsibilities
DRC will provide the following to the consultant:
- Transport to and from the field.
- All necessary project documents as requested by the consultant
- Accommodation, for consultant (where necessary). Other personal expenses such as meals to be paid by consultant
- Pay consultancy fees at a mutually agreed rate
The terms and conditions of service will follow DRC terms of consultancies. Payment will be done according to the finance procedures of DRC.
Reporting arrangements
For day to day operations, the consultant will report to Deputy Country Director in the field. DRC staff in the field areas will provide necessary support to the team, as may be needed. The Consultant may provide updates on progress when requested by the Country Director.
Duration of assignment
The total duration for this assignment is for a total of one month and five days up to May 20 2016, (including travel days). This will include field work, validation workshop, and finalization and submission of an acceptable final report of the assessment.
Expected profile of consultant
- Minimum of five years of demonstrated experience in conducting similar assignments / evaluations for international agencies, preferably as related migration and measuring learning outcomes
- The consultant(s)/firm should have staff from multi-disciplinary backgrounds including higher level qualification of protection and migration
- The consultant (s)/firm should have proven expertise of carrying out large scale qualitative and quantitative studies focusing ideally on
- The consultant (s)/firm should have teams who are strongly familiar and knowledgeable on the regional mixed migration system specifically on Ethiopian and Somali migrants
- The consultant(s)/firm should have research/survey skills and experience, including expertise in in sampling and with design and implementation of tools and questionnaires
- The consultant(s)/firm should have teams who have good knowledge and experience of using participatory methodologies in monitoring & evaluation of migration related interventions preferably in project implementation area(Ethiopia, Djibouti, Yemen, Somalia (Somali and, Puntland) and Kenya
- The consultant(s)/firm should have teams who have extensive experience in research including designing and conducting end of project evaluation surveys, migration related projects
Terms & conditions
DRC will evaluate the proposals and award the assignment based on technical and financial feasibility. DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted. Any subcontracting of the consultancy will not be accepted.
