Project Name: Special Initiative Jobs Program in Ethiopia – Upgrading the textile and garment supply chain

Country / Duty Station: Amhara region, Ethiopia

Project Description:

The Special Initiative Jobs (SI Jobs) program of GIZ is promoting job-creating growth in selected sectors in Ethiopia. As a priority, the textile and garment sector requires strategic support and coordination to realise its potential. SI Jobs plans to deploy a consultant team to support a total of maximum five companies, two textile and one garment companies, as well as two ginneries. The support is envisaged to enable the textile mills to be capable of satisfying the needs of the relatively modern garment factories of international producers in Ethiopia.

SI Jobs aims to support jobs within the 5 abovementioned companies, contributing to job security. This intervention is expected to contribute to creating additional 10% direct jobs within the companies over 3 years, through improved productivity and the addition of international sales. The contractor will be responsible for achieving the deliverables listed below:

Deliverable 1: Roadmap for the upgrading of the five companies is jointly developed between SI Jobs, the various companies and the consultant team

Deliverable 2: The 5 companies are supported to work together to produce quality fabric to exporting standards

Deliverable 3: Technical and managerial capacities of experts in the five companies’ factories are improved

Deliverable 4: Links between the companies and educational and research institutes are strengthened for continuous improvement

Deliverable 5: Links between potential international buyers and the five companies are established

Job Description:

The proposed Expert will be responsible for the following tasks:

· Provide support and serving as part of the nucleus project management team

· Providing insights into the local context (business, industry, customs, etc.)

· Liaison between the factories and the project team, as well as with GIZ

· On the ground project manager

Qualifications:

· Education/training (2.1.1): University qualification in Textile/Industrial Engineering/Business Management/International business preferred

· Language (2.1.2): Good business language skills in English (B2 according to the Common European Framework of Reference (CEFR)), fluency in Amharic (C2 according to CEFR)

· General professional experience (2.1.3): 5 years of professional experience in the textile sector, business management or change consulting

· Specific professional experience (2.1.4): 3 years of professional experience in business management within industrial/textile factories

· Leadership/management experience (2.1.5): 2 years in a leadership position

· Regional experience (2.1.6): 10 years living and working in Ethiopia and 1 year of general professional experience in projects in Europe, Africa (excluding Ethiopia) or Asia

· Development Cooperation (DC) experience (2.1.7): N/A

· Other (2.1.8): N/A

In addition to the specialist qualifications, the following qualifications are required of the project coordinator:

· Team skills

· Initiative

· Communication skills

· Sociocultural competence

· Efficient, partner- and client-focused working methods

· Interdisciplinary thinking
