Consultancy Services in human resource management and/or organizational development to conduct a skills audit at the Institute for Peace and Security Studies (IPSS).

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for an HR/OD expert in human resource management and/or organizational development (short-term consultancy) to conduct a skills audit at the Institute for Peace and Security Studies (IPSS), a policy think tank based at Addis Ababa University. The IPSS and its pan-African “Africa Peace and Security Programme” (APSP) aim at promoting advanced education, applied research, policy advice and dialogue on the African Peace and Security Architecture (APSA).

A central objective of GIZ’s support is to further strengthen IPSS’ capacities through organizational development, including staff development. This includes financing and implementing training measures aimed at enhancing technical skills and knowledge of staff in the area of peace, security and governance issues as well as strengthening important project management and other skills such as proposal writing, fundraising, monitoring and evaluation and reporting. Against this background, GIZ plans to hire an HR/OD expert specialized in conducting skills audits to further develop and finalize an internally conducted skills assessment and provide recommendations for suitable training measures based on the available budget.

REQUIRED QUALIFICATIONS

The consultant is expected to fit the following profile:

• Qualifications/education/training/:

§ Relevant university qualification, i.e. a B.A., M.A., MSC or comparable degree/training in, for instance, social sciences, management, human resource development or organizational development.

• Language:

§ Good business language skills in English

• General professional experience:

§ 10 years of professional experience in the sector of human resource management, professional and/or organizational development.

• Specific professional experience:

§ 10 years’ experience conducting capacity/skills assessments and preparing skills development plans.

§ Experience working with African organizations in the field of policy research, policy advice and development.

• Regional experience:

§ 5 years of work experience in HR and/or OD projects in Africa/with African institutions.

• Development Cooperation (DC) experience:

§ Proven experience working in/on development cooperation projects
