Project Discription:
The German Government intends to support selected target countries (at present Ivory Coast, Egypt, Ethiopia, Ghana, Morocco, Senegal, Rwanda and Tunisia) in their efforts to improve their economic frameworks and investment climate in order to promote sustainable long-term investments and create additional formal jobs in the private sector. For this purpose, it is intended to establish a dedicated cross-country Financing Facility to address the main challenges preventing such investments.
Via Calls for Proposal the Facility will provide financial support (grants) for direct (SME) and indirect (Cluster, Business Environment) job creation at country level. Addressed will be hurdles and gaps in the “public domain” which form obstacles to all or many enterprises in the specific thematic window. The funding will likely have to be linked to investments in combination with substantial own contributions and be accompanied by Project Preparation measures for implementation as needed.
Job Description:
The Country Office Manager will have the overall responsibility for managing the GFA office in one of the countries mentioned above. The main focus will be
achieving a fast and efficient identification and implementation of projects according to the objectives and rules of the Facility
conduct call for proposals, proposal evaluation and awarding of contracts
support and control of the beneficiaries’ projects and the corresponding use of the grant funds for such projects, and
monitoring and evaluation of projects in implementation.
Qualifications:
Each of the Country Office Manager should fulfill the following requirements:
Master Degree in civil engineering / economic development or other relevant field
Minimum of 10 years work experience
Proven track record of working experience in management positions (min. 5 years)
Experience in grant management including setting-up a structure for call for proposal, proposal evaluation and monitoring of awarded contracts
Working experience in the respective target country
Proven track record in working in internationally funded programs
Highly proficient in spoken and written English and French (in francophone countries)
Very good communications skills
