The role

The Deputy Chief of Party (DCOP) will provide critical technical and managerial direction to support and engage the core components of a five-year Education program called Nisome! (Let's Read) focused on Early Grade Reading (EGR) in two Provinces of Mozambique (Nampula and Zambezia) and that Save the Children will be presenting to USAID under the leadership of Education Development Center (EDC). This position is contingent upon funding.

The Deputy Chief of Party (D-COP) will work in tandem with the COP to manage the program's financial and human resources, to provide quality control for the program's technical outputs, and to represent the program on high-level working groups, in donor and Ministry meetings (at the national and sub-national levels), and in other fora where the program's goals, aims, and investments must be explained.

The DCOP will work with local partners to decide on targets, oversee development and the execution of community action plans, and monitor the implementation of work plans. S/he will work with the SCI country office to assure full compliance of the program with USAID and SCI policies, procedures and systems.

The D-COP position requires significant past management and administrative experience, technical knowledge of the education sector and of early grade reading, and experience interacting with and implementing education programming as one member of a complex, interrelated system of Ministry and donor representatives. The Deputy Chief of Party will have demonstrated ability to organize program work teams, to collaborate with a wide range of education stakeholders, and to liaise as needed with USAID and home office personnel to ensure the smooth implementation of the contract.

Qualifications and experience

  • MA in education, management, or a related social science field
  • At least 8 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this project is required
  • At least 5 years' experience in the education sector in Sub-Saharan Africa is required
  • Experience working in Southern or Eastern sub-Saharan Africa or Mozambique is preferred
  • Program/project management experience working with rural, ethno-linguistic underserved populations is required, as is demonstrated experience and knowledge of capacity building and professional development
  • Experience managing evidence-based early grade reading programming is preferred
  • Demonstrated ability to ensure gender integration in project design, implementation and M&E
  • Experience working with CSOs in advocacy training and institutional capacity building
  • Familiarity with USAID regulations and policies highly desirable
  • Excellent partnership and interpersonal skills to work in a team environment with dependable ability to dialogue, network and work effectively with senior managers of local and international institutions
  • Strong organizational skills including the ability to plan, prioritize and ensure implementation of work to required standards.
  • Strong experience planning, designing implementing, monitoring and evaluating projects
  • Ability to work under pressure and meet strict deadlines.
  • Must have demonstrated skills to analyze problems and identify solutions, best practices and state-of-the art approaches to be utilized by the Program
  • Strong writing and organizational skills for reporting on program results and impact
  • Strong managerial, representational, interpersonal and communication skills.
  • Proven capacity building skills, including working with local civil society partners
  • Ability to work independently and as a member of a management team simultaneously
  • Ability and willingness to travel extensively to the field
  • Be professionally proficient in written and spoken Portuguese (ILR 3+) and English (ILR 3+)
  • Commitment to understand and apply the values, objectives and principles of Save the Children
