Purpose and Objective:
BACKGROUND:
In the last 5 years, Mozambique has been affected by large scale emergencies as a result of floods and heavy rain across the country. The consequences of such natural disasters have been associated with large scale population displacements as climatic variation has been associated with increasing number of natural disasters (floods, drought) and the growing population moves into marginal land. Furthermore, cholera is endemic and outbreaks are reported either related or not to natural disasters.
UNICEF is key partner to the Ministry of Health at central and provincial level and the Health, Nutrition, and WASH clusters in mitigating emergencies. According to 2010 update of the Core Commitments for Children (CCCs), UNICEF committed to support the prevention of excess mortality among girls, boys and women during humanitarian crises. This requires appropriate and experienced staff and personnel with relevant training that focus on action before and in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.
In line with government efforts to improve preparedness for disaster, UNICEF requires technical expertise in emergency preparedness and human capacity to respond to these emergencies in coordination with other UN agencies, Government structures and NGOs. Doing so, will improve the speed and quality of humanitarian intervention with reduced interruption to on-going development activities.
The available staff, in UNICEF Mozambique have been supporting the preparedness and response to emergencies but, there is a need for additional manpower to improve country preparedness for the emergencies in the health and nutrition, drawing from lesson learned in previous emergencies.
Purpose:
To support Child Health and Nutrition Section and the Ministry of Health, to plan, implement, monitor and evaluate interventions to address health and nutrition consequences of natural disasters, population displacements, and acute watery diarrhea (AWD)/cholera outbreak including the recovery response post IDAI and Kenneth Cyclones.
Methodology and Technical Approach:
Under direct supervision of the Child Health and Nutrition emergency health and nutrition focal point, the emergency specialist will work directly with the different stakeholders in charge of Emergency Preparedness and Response in line with the deliverables and priorities specified.

Deliverables and Payments:
Deliverable 1:
Contingency plans are translated into provincial emergency preparedness and response plans in Manica, Nampula and Cabo Delgado including advocating for prepositioning of local resources;
Deliverable 2:
Cholera prevention and response plan in Sofala, Manica, Nampula and Cabo Delgado provinces and training of district response team in cholera prone districts;
Deliverable 3:
Monitoring implementation and ensure preposition of emergency response medicines and equipment to at risk provinces.
The payment of monthly fees will be bound to the specific deliverables described and defined by the supervisors on a monthly basis that shall cover after the three months’ consultancy at least the three deliverables stated above.
Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the respective section chief.
Management and Supervision:
The Emergency specialist will respond directly to the emergency focal point of the CHN section and indirectly to the chief of the section.

Academic qualifications:
At least a Masters’ degree in medicine or public health
Work experience:
At least 10 years of relevant work experience in health and health in emergencies, IDPs, natural and man-made disasters management
Specific knowledge, competencies, and skills required:
Proven experience in developing policies, strategies and plans related to emergencies
Experience working with the Mozambican Government, local stakeholders and UN agencies
Experience in planning, coordinating, implementing and reporting on health emergencies
Experience in cross-managerial management of emergencies is a plus
Language skills:
Fluent Portuguese and good level of English written, spoken and read
