Job Title: Grants Manager
Location: Addis Ababa, with regular travel to field sites

GOAL is seeking an experienced and highly qualified Grants Manager to lead the grant management function. You will be expected to have strong coordination capacities, work on your own initiative, and you will be accountable to the Assistant Country Director for Programmes (ACDP) for all aspects of the below functions. You will play a key role to support and guide the country team, to realise strategic and programmatic objectives. You will be expected to make a strong contribution to GOAL Ethiopia’s strategic impact and growth agenda while supporting in maintaining GOAL’s high reputation and standards related Donor compliance and deliverables. To be successful in this role, you will need:
- At least 4 years’ experience in a similar role related to project management, grant management, business development, preferably in the humanitarian and development sectors.
- Fluency in spoken and written English is an absolute requirement for this role.
- Ability to produce strong narrative content, with clear logic and flow. Strong analytical skills and attention to detail. Ability to produce high quality documents to a standard appropriate for external dissemination.
- Excellent knowledge of donor rules. Demonstrated experience preparing and submitting winning proposals and high-quality reports to Donors (such UNOCHA-EHF, ECHO, OFDA, UN Agencies and USAID).
- Master’s Degree in relevant qualification (e.g. Social Science, Management, International Affairs) or additional 2 years’ work experience.
- Strong MS Excel and PowerPoint skills. Strong computer skills.
- Ability to work on own initiative and within teams.
- Ability to work to tight deadlines, work under pressure, and expertly juggle competing priorities.
- Excellent inter-personal, communication, diplomacy skills. Ability to represent GOAL externally.
- Strong commitment to humanitarian values and principles.
- Ability to manage and supervise staff.
- Walking across difficult terrain in field locations may be required so a good level of physical fitness, is necessary.
The Grants Manager works closely with multiple departments especially with programmes and finance staff, and with all levels of seniority. You will be expected to be very familiar with all GOAL Ethiopia’s activities and projects and you will work closely with the ACDP and senior Programmes staff to provide input and guidance on programme-related initiatives. You are required to familiarize yourself with all aspects of grant management related to GOAL Ethiopia’s extensive portfolio of institutional and private Donors. Periodic travel to field sites is expected for monitoring, exposure, visibility and support visits.
The key responsibilities of the role will be:
Business and Partner Development
- Carry out regular coordination meetings, networking and visibility activities with current and prospective Donors.
- Work with the ACDP on pre-positioning for opportunities and research of funding opportunities
- Support the ACDP in developing and fostering partnerships with other likeminded organisations.
- Produce business development materials – including capacity statements, pitching material, programme overviews and other relevant materials.
- Ensure that an up-to-date pipeline and proposal outcome tracker is maintained.
Proposal Development
- In consultation with ACDP, you will be a focal point with in-country donors for proposal development processes. Ensure that all GOAL internal Project Review Committee processes are followed in accordance with GOAL procedures and act as focal point to receive and convey feedback from PRC and GOAL’s HQ Technical and Operations teams, to Programmes, Finance and GOAL Ethiopia SMT as relevant.
- Coordinate all proposal development activities. You will be responsible to oversee the preparation and submission of Concept Notes, Expressions of Interest, and full Narrative Proposals for a portfolio of institutional and non-traditional donors, completion of application forms, research and write-up of background and contextual information, incorporation and write-up of programme design and activities, as received from programmes team, development of logical frameworks in conjunction with Programmes and MEAL teams.
- Support in the review and development of budgets and budget narratives, preparation of Donor annexes as required.
- Contribute to programme design and related planning activities.
- Quality assurance
Strategic Planning
- Participate in all strategic planning processes related to overall country programme strategic direction, attend planning workshops.
Grant Management
- Prepare or oversee preparation of high-quality and donor-ready reports, working closely with Programmes and Finance teams, and submit reports via various mechanisms including online donor grant management systems.
- Review Donor deliverables prepared by other departments (such as baselines, evaluations, assessments, surveys, consultant ToRs) and contribute to finalizing for external dissemination.
- Provide regular updates to Donors on projects, operational context, and developments.
Programme Support
- Support the ACDP in development and roll-out of programmatic strategic initiatives.
- Regularly review monitoring data shared by the MEAL team, to ensure harmonization between internal and donor reporting.
- Monitor project activities at field level as required.
Contract Review and Management
- Thoroughly review all Donor contracts, flag any issues or points to note with relevant departments. Coordinate review and consolidation of feedback from GOAL Ethiopia and HQ teams.
- Liaise with Donors during contract negotiations and submission.
- Regularly monitor contracts and ensure that all Donor requirements related to deliverables are adhered to on-time (such as reports, baseline surveys, visibility).
Communications, Representation, & Visibility
- Represent GOAL Ethiopia in external forums with Donors, UN Clusters, Humanitarian Coordination mechanisms, Development forums
- Support the preparation of GOAL and Donor visibility materials, including case studies, human interest stories, and more, working closely with the Programmes and Media teams from Ethiopia and HQ.
- Work closely with Media and Visibility team from Ethiopia and HQ regarding visibility outputs.
Line Management and Supervision
- Line manage PSOs and any new Grants team members.
- Build capacity of grants team in all related activities and provide support as required.
- Divide up workload and delegate as required.
