GIZ (Gesellschaft für Internationale Zusammenarbeit GmbH) is looking for a:
Consultancy Services to support the African Union Commission in
the Development of a Training Package on the
African Union Compliance and Accountability Framework
The GIZ APSA project is supporting the African Union Peace Support Operations Division (PSOD) in improving the professional standards in AU peacekeeping missions in compliance with human rights and UNSC Resolution 1325. In this regard, particular focus is placed on supporting the development and implementation of the AU compliance framework, which accounts for adherence of human rights and zero tolerance of sexual abuse. To ensure continuous progress and enhancement of the AU Compliance Framework periodic assessment is necessary to document good practices and take note of gaps that needs to be addressed. As a result, the AU PSOD, in cooperation with GIZ intends assessing the progress made in the implementation of the AU Workplan on the enhancement of the IHL, IHRL and Conduct and Discipline Compliance Framework for AU PSO and identify areas in need of further attention.
The GIZ APSA project in cooperation with the African Union is seeking a consultant to conduct a thorough study on the progress made in the implementation of the AU Workplan on the enhancement of the IHL, IHRL and Conduct and Discipline Compliance Framework for AU PSO and identify areas in need of further attention.
1.REQUIRED QUALIFICATIONS
Interested bidders who fulfil the following criteria can obtain the bid document from the office specified below starting from November 01, 2019, 8:30am on working hours or can request the document via an email address: : pcc@giz.de
· PhD (or equivalent) in Political Science, International Relations, Peace and Conflict Studies, Law or similar field; teaching experience in these fields at university level is an asset;
· More than 10 years relevant professional experience;
· Distinctive experience in conducting policy-relevant research;
· Extensive proven knowledge of the African Peace and Security Architecture (APSA), the African Union and the Regional Economic Communities (RECs); previous experience in working with the aforementioned organisations is an asset;
· Extensive knowledge of African Peace Support Operations, their legal and operational structure and their respective coordination mechanisms with the African Union; specific knowledge of AU led operations, such as AMISOM, is an asset;
· Through knowledge of compliance frameworks, international law in PSOs and monitoring mechanisms;
· Experience in the production of politically-sensitive reports meeting high academic standards;
· Excellent spoken and written command of English is required.
