Resident Project Coordinator/SSR Adviser (100%)

Location: Addis Ababa, Ethiopia

Starting date: December 1, 2019

Duration: 18 Months, with the possibility of renewal

The role

The Resident Project Coordinator, SSR Advisor will provide overall leadership to DCAF’s programme in support of the Ethiopian Federal Police (EFP) in its efforts to achieve greater accountability, transparency and effectiveness. The programme is intended to lay the foundation for longer term development of a police service that can respond to the population’s needs. He/she will be based in Addis Ababa, Ethiopia, and will provide both strategic and technical support as well as coordinating a team of international and national experts. The Resident Coordinator will represent DCAF in Ethiopia and will report to DCAF's Head of the Sub-Saharan Africa Division.

Key areas of operation:

· Manage all aspects of the implementation of DCAF’s programme in Ethiopia;

· Oversee a portfolio of program components with diverse partners;

· Support the coordination and development of a national strategy on policing for Ethiopia including Federal, Regional and Special Police, including support to the Joint Council ability to assess, plan and implement a reform agenda;

· Provide technical support to the development internal control and external accountability mechanisms to strengthen public trust and confidence in policing.

· Liaise and coordinate with relevant national and international stakeholders, including executive and legislative authorities, police and security forces, community leaders, civil society, media, regional bodies, project donors, and the United Nations;

· Supervise, monitor and evaluate project implementation including data collection, internal or independent evaluations, course correction or iteration;

· Monitor, measure and provide written reports of political developments and program results in Ethiopia;

· Ensure communication with SSAD team in Geneva is seamless and comprehensive;

· Oversee execution of budget approved by management;

· Actively engage in resource mobilization with potential donors and government counterparts at country level;

· Stay abreast of developments, donor strategies in Ethiopia, and identify concrete opportunities for DCAF to contribute to SSR and governance initiatives;

· Supervise national staff of the Addis Ababa office.

YOUR EXPERIENCE

Education:

Advanced university degree in political science, law, international relations or a related field; a combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

Experience

· A minimum of seven years of professional experience working on police reform in the context of states undergoing transition or democratic reform, in Africa or elsewhere.

· Demonstrated ability to provide strategic advice to high-level political leadership in the area of SSR;

· Extensive experience in working with police and civil affairs and notably civilian management of SSR processes;

· Previous East Africa experience, preferably in Ethiopia;

· Demonstrated experience in project planning and design, budget management, project implementation and monitoring and evaluation;

· Experience liaising with donors, embassies, and international organisations in the field, especially the EU, UN, AU;

· Excellent organisation skills with strong attention to detail;

· Experience in working in the region is highly desirable.

Language Requirements

· Fluency in English with excellent written and oral skills;

· A good working knowledge of Amharic is desirable.
