Consultancy to Create recommendations brief for African Union Commission Pan African Monitoring and Tracking / an Accountability Mechanism on Ending Child Marriage (Implementing the Common Africa Position on Ending Child Marriage)

CONTEXT AND CONTENT

Child marriage is a human-rights violation and a harmful practice that disproportionately affects women and girls globally. Child marriage, or early marriage, is any marriage where at least one of the parties is under 18 years of age. The practice threatens the lives and futures of girls and women around the world, robbing them of their agency to make decisions about their lives, disrupting their education, making them more vulnerable to violence, discrimination and abuse, and preventing their full participation in economic, political and social spheres. Child marriage is also often accompanied by early and frequent pregnancy and childbirth, resulting in higher than average maternal morbidity and mortality rates.

Twelve million girls under age 18 are married each year worldwide. Child marriage is found in all regions of the word. However, the highest rates of child marriage prevail in South Asia and Sub-Saharan Africa. Overall, girls living in poverty are most at risk of child marriage and the practice is most common in rural areas. Conflict and instability is a significant driver. While child marriage affects both boys and girls, girls and women suffer disproportionately—650 million women alive today were married as children, compared to 150 million men. Generally, girls are married at younger ages and there is often a large age difference between the female and male spouses.

Child marriage in Africa is declining, but the rate of decline needs to be accelerated considerably in order to achieve the SDG Target and the AUC Agenda 2063 Target. According to the most recent data, 1 in 3 child marriage now occur in Africa, compared to 1 in 7 25 years ago (UNICEF, 2018) and West and Central Africa continues to host the highest child marriage prevalence globally.

In 2016, during a high level meeting hosted by the Republic of Zambia, the African Union Commission, agreed to take steps to accelerate the implementation of the Common Africa Position on Ending Child Marriage. The Position calls on African Union Commission member states to “… submit yearly reports to the AU Assembly of the Monitoring and Evaluation Framework on ending child marriage to ensure accountability for results and targets being reached.” The Decision also calls for the AU Assembly’s January Heads of State meeting to include a high-level event, annually, during which the “status of implementation” of the Common Africa Position on Ending Child Marriage is updated. The political will for the operationalization of the mechanism has been achieved. However, to achieve the full implementation of the Position and the commitments made in the Draft Decision, it’s imperative that the AUC agree a reporting and monitoring process that is clear and accessible for member states and other interested agencies and stakeholders including regional economic communities; the African Union Commission and international agencies including the UN.

OVERALL OBJECTIVE/FINAL PRODUCT

Produce a comprehensive and user-friendly concept note for an AUC Monitoring and Tracking Mechanism, based on the calls made in the Common Africa Position and subsequent Draft Decision. The Concept note should ensure that member states are able to collect consistent qualitative and quantitative data and information that is scalable; usable and enables the long-term sustainability of the mechanism. We’d like a detailed road map on how the data can be collected and aggregated, accessed and used, and the role of the AUC Campaign on Ending Child Marriage and other relevant stakeholders in the management of the mechanism.

DELIVERABLES FROM CONSULTANT

· Detailed concept note proposing a process for the AUC Child Marriage Monitoring and Tracking Mechanism: this should include, how the data would be collected and aggregated, and a road map on how such a mechanism would be created and managed by the AUC (including the role of the AUC Campaign on Ending Child Marriage, and other relevant teams and stakeholders.

· Include recommendations on how data should be presented (formats for use by various audiences).

· Roster of interviews and completed and edited interview transcripts with AUC stakeholders; AUC Champion to End Child Marriage team; civil society actors and relevant multilateral agencies – including UNICEF; UNFPA, World Bank

QUALIFICATIONS AND EXPERIENCE

· Possesses in-depth knowledge, excellent skills and relevant experience in African Human Rights Systems and on child rights developments on the continent (required);

· Demonstrate knowledge of how an Accountability Mechanism operates, and a sound knowledge of the AUC ECM Campaign;

· Possesses an excellent background and in-depth experience in M&E;

· Ensures high standards of performance and compliance with institutional guidelines;

· Integrates results-based and accountability-oriented approaches into the design, implementation and management of the Accountability Mechanism;

· Demonstrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management in past experiences;

· Demonstrates strong knowledge of the AU policy making processes, prospects, and challenges;

· Identifies and resolves complex problems; approaches issues with new perspectives; analyses situations from multiple angles;

· Languages: Fluency in English (required); French (desired).

The technical proposal (not more than 4 pages) shall provide the following information at a minimum:

i. A brief description of the firm’s organization or individual’s academic and professional qualifications and an outline of recent experience on assignments of a similar nature.

ii. A description of the methodology and work plan for performing the assignment

iii. CVs of the team members / individual proposing to conduct the assignment.

The Financial Proposal shall include all the costs the consultant incurs to provide the services (including travel expenses, printing and any taxes the consultant anticipates to pay for the assignment

NationalConsultants must attach copy of valid E.C 2011 business license, tin number certificate and vat registration certificate

Save the Children Pan Africa office has the right to reject all or part of the consultancy, if the organization has a better option.
