Humanitarian Funding Coordinatorfor Mozambique National only

Internal Job Grade - C2, National (USD: 3,046 per month)

Contract type - 6 months, Fixed Term, (with possibility of extension)

Reporting to - Response Lead, with matrix-management from the Country Funding Coordinator

OXFAM PURPOSE: To work with others to find lasting solutions to overcome poverty, distress and suffering

TEAM PURPOSE: To ensure Oxfam has the management, technical and funding capacity to scale up and to respond rapidly to humanitarian emergencies.

JOB PURPOSE: To provide strategic management and leadership on project designing process, funding proposal development and funding management for Oxfam’s Cyclone Idai and Kenneth Response in Mozambique.

Job Purpose - Key Responsibilities and Accountabilities

  • Maintain overall operational overview of resource mobilization for Cyclone Idai and Kenneth response in Mozambique through appropriate donor mapping of trends bilateral and multi-lateral commitments and partner affiliate information on opportunities through foundation and trusts and private sector funding.
  • Work with response team to develop donor proposals, ensuring appropriate advisory input and sign-off as per standard operating procedures of Oxfam Novib.
  • Represent Oxfam to donors in country along with programme staff and circulate notes to relevant staff (as when required).
  • Take the lead in negotiating favourable conditions for Oxfam’s donor contracts (e.g. reporting frequency, single report for multiple donors, etc.), minimises transaction costs.
  • Ensure response team staff aware of requirements of donor contracts, sharing updated funding updates or contract summary sheet regularly.
  • Provide donor compliance support to the humanitarian response team – and provide leadership and guidance on overall grant management of the donor portfolio.
  • Ensure appropriate contract management of donor contracts including submission of reports and compliance with donor requirements
  • Ensure that complete and accurate hard copy and electronic donor files and records are maintained in country for audit purposes.
  • Support and maintain donor contract management system (SAP) updated to ensure that all individual contracts/agreements for the response are recorded in the system and contractual obligations are understood.
  • Contribute to SitReps and other communications as relevant that provides an accurate overview of 'real time' information on the status of funding, the availability of resources and gaps.

Technical Skills, Experience & Knowledge

Essential

  • Master degree or equivalent in Business Administration or International Relations, or any Master degree in equivalent domain.
  • 3-5 years’ experience in securing and managing funds from institutional donors, such as OFDA, ECHO, DFAT, SIDA, and UN, etc.
  • Strong overall communication skills in English and Portuguese.
  • Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting.
  • Good written skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences.
  • High level of analytical skills and critical thinking.
  • Ability to research, analyse, and report (e.g. researching donor priorities, evaluating proposals and reports, determining match between external funding opportunities and Oxfam objectives)
  • Experience in capacity building; coaching and delivering training at an individual and group level.
  • Ability to network and represent Oxfam to donors and external institutions.
  • Highly developed interpersonal and communication and relationship skills with ability to influence external organizations and individuals.
  • Ability to manage his/her time effectively. Willing and able to adapt priorities in order to respond to changing demands.
  • Self-motivated, target driven and an entrepreneurial approach to fundraising.

Desirable

  • Knowledge and experience of Oxfam’s program work and systems (including SAP).
  • Willingness to travel.
  • Experience in working in Mozambique or in emergency context.

You will also be entitled to a Fixed Term contract until 30th April 2020 with possibility of Extension.
